As proposed,  S.B. 1743 authorizes a municipality, like a business entity, to be eligible to receive a grant from the Texas Enterprise Fund for the purpose of recruiting or retaining an automotive manufacturing facility.    RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends Section 481.078, Government Code, by adding Subsection (e-2), as follows:   (e-2) Provides that notwithstanding Subsection (e-1) (relating to certain requirements in order for an entity to be eligible to receive a grant under this section), a municipality is eligible to receive a grant under this section for the purpose of recruiting or retaining an automotive manufacturing facility. Prohibits a particular municipality from receiving more than $50 million in grants under this subsection in a state fiscal year. Authorizes a municipality to apply for a grant under this section in the same manner as a business entity.    SECTION 2. Effective date: September 1, 2009.

Currently, municipalities are not eligible to receive grants from the Texas Enterprise Fund. 

 

As proposed,  S.B. 1743 authorizes a municipality, like a business entity, to be eligible to receive a grant from the Texas Enterprise Fund for the purpose of recruiting or retaining an automotive manufacturing facility.

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Section 481.078, Government Code, by adding Subsection (e-2), as follows:
