BILL ANALYSIS Senate Research Center S.B. 1743 81R7298 DAK-D By: Hinojosa Economic Development 3/27/2009 As Filed AUTHOR'S / SPONSOR'S STATEMENT OF INTENT Currently, municipalities are not eligible to receive grants from the Texas Enterprise Fund. As proposed, S.B. 1743 authorizes a municipality, like a business entity, to be eligible to receive a grant from the Texas Enterprise Fund for the purpose of recruiting or retaining an automotive manufacturing facility. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 481.078, Government Code, by adding Subsection (e-2), as follows: (e-2) Provides that notwithstanding Subsection (e-1) (relating to certain requirements in order for an entity to be eligible to receive a grant under this section), a municipality is eligible to receive a grant under this section for the purpose of recruiting or retaining an automotive manufacturing facility. Prohibits a particular municipality from receiving more than $50 million in grants under this subsection in a state fiscal year. Authorizes a municipality to apply for a grant under this section in the same manner as a business entity. SECTION 2. Effective date: September 1, 2009.
