                    BILL ANALYSIS     Senate Research Center S.B. 1920  By: Jackson, Mike  Business & Commerce  9/30/2009  Enrolled     AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   Currently, Section 1602.051(a), Occupations Code, provides that the composition of the Advisory Board on Cosmetology (board), under the Texas Department of Licensing and Regulation, is one member who holds a license for a beauty shop that is part of a chain of beauty shops, one member who holds a license for a beauty shop that is not part of a chain of beauty shops, one member who holds a private beauty culture school license, and two members who each hold an operator license. There is not a voting member on the board who represents the interests of community colleges or high schools, which also offer cosmetology classes, or the public.    S.B. 1920 amends current law relating to the membership of the Advisory Board on Cosmetology.    RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends Section 1602.051(a), Occupations Code, to provide that the Advisory Board on Cosmetology consists of seven members, rather than five members, appointed by the presiding officer of the Texas Commission of Licensing and Regulation (commission), with the commission's approval, as follows: one member who holds a license for a beauty shop that is part of a chain of beauty shops; one member who holds a license for a beauty shop that is not part of a chain of beauty shops; one member who holds a private beauty culture school license; two members who each hold an operator license; one member who represents a licensed public secondary or postsecondary beauty culture school or program; and one public member.   SECTION 2. Requires the presiding officer of the commission, as soon as practicable after the effective date of this Act, to appoint the additional members to the Advisory Board on Cosmetology as required by Section 1602.051, Occupations Code, as amended by this Act.   SECTION 3. Effective date: September 1, 2009.
