55 AN ACT
66 relating to the selection of party officers, convention delegates,
77 convention alternates, and convention officials by political
88 parties.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 163.002, Election Code, is amended to
1111 read as follows:
1212 Sec. 163.002. REQUIRED RULES. (a) A political party that
1313 makes nominations in this state shall adopt rules that:
1414 (1) prescribe the parliamentary procedure governing
1515 the conduct of party meetings and conventions from the precinct
1616 level to the state level, including:
1717 (A) quorums;
1818 (B) casting and counting votes;
1919 (C) operation of executive committees;
2020 (D) appointment and duties of convention
2121 committees; and
2222 (E) presentation of matters before a convention;
2323 (2) prescribe the method of selecting the party's
2424 presidential elector candidates;
2525 (3) prescribe the manner of selecting party officers,
2626 convention delegates, convention alternates, and convention
2727 officials;
2828 (4) provide for representative apportionment of party
2929 officers, convention delegates, convention alternates, and
3030 convention officials throughout the state on the basis of
3131 population, party strength, or both, within the appropriate
3232 territorial unit;
3333 (5) provide for periodic publication and publicizing
3434 of party rules; and
3535 (6) prescribe the manner of adopting party rules and
3636 amendments to the rules.
3737 (b) A political party adopting rules under this section
3838 shall review rules adopted under subsection (a)(3) no less than
3939 once every two years at the state convention.
4040 SECTION 2. This Act takes effect September 1, 2009.
