| 6 | 6 | | relating to the creation of a commission to study the practices and |
|---|
| 7 | 7 | | procedures of the Texas Legislature. |
|---|
| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. (a) The Vision 2040 Study Commission is created |
|---|
| 10 | 10 | | as provided by this section. |
|---|
| 11 | 11 | | (b) This bipartisan commission is composed of eleven |
|---|
| 12 | 12 | | members as follows: |
|---|
| 13 | 13 | | (1) three members appointed by the governor; |
|---|
| 14 | 14 | | (2) four members appointed by the lieutenant governor; |
|---|
| 15 | 15 | | and |
|---|
| 16 | 16 | | (3) four members appointed by the speaker of the house |
|---|
| 17 | 17 | | of representatives. |
|---|
| 18 | 18 | | (4) a chairman of the commission will be elected by a |
|---|
| 19 | 19 | | majority vote of the members. |
|---|
| 20 | 20 | | (c) Each member of the commission serves at the will of the |
|---|
| 21 | 21 | | person who appointed the member. |
|---|
| 22 | 22 | | (d) A member of the commission is not entitled to receive |
|---|
| 23 | 23 | | compensation for service on the commission but is entitled to |
|---|
| 24 | 24 | | reimbursement of the travel expenses incurred by the member while |
|---|
| 25 | 25 | | conducting the business of the commission, as provided by the |
|---|
| 26 | 26 | | General Appropriations Act. |
|---|
| 27 | 27 | | (e) The commission may accept gifts and grants from any |
|---|
| 28 | 28 | | source to be used to carry out a function of the commission. |
|---|
| 29 | 29 | | (f) The commission shall meet at least twice and may conduct |
|---|
| 30 | 30 | | public hearings. |
|---|
| 31 | 31 | | (g) The commission shall study the practices and procedures |
|---|
| 32 | 32 | | of the Texas Legislature and recommend constitutional and statutory |
|---|
| 33 | 33 | | changes that ensure its ability to efficiently represent a rapidly |
|---|
| 34 | 34 | | growing population. |
|---|
| 35 | 35 | | (h) Not later than December 1, 2010, the commission shall |
|---|
| 36 | 36 | | issue a report summarizing its findings and recommendations. |
|---|
| 37 | 37 | | (i) The commission shall promptly deliver copies of the |
|---|
| 38 | 38 | | report to the governor, lieutenant governor, and speaker of the |
|---|
| 39 | 39 | | house of representatives. Electronic versions must be made |
|---|
| 40 | 40 | | available to the public. |
|---|
| 41 | 41 | | SECTION 2. Not later than September 1, 2009, the governor, |
|---|
| 42 | 42 | | lieutenant governor, and speaker of the house of representatives |
|---|
| 43 | 43 | | shall appoint the members to the Vision 2040 Study Commission |
|---|
| 44 | 44 | | established under Section 1 of this Act. |
|---|
| 45 | 45 | | SECTION 3. This Act expires and the Vision 2040 Study |
|---|
| 46 | 46 | | Commission is abolished on January 1, 2011. |
|---|
| 47 | 47 | | SECTION 4. This Act takes effect September 1, 2009. |
