7 | 7 | | relating to an annual report by the Border Security Council |
---|
8 | 8 | | regarding criminal street gangs and expanding gang prevention |
---|
9 | 9 | | efforts. |

10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

11 | 11 | | SECTION 1. Section 421.0025, Government Code, is amended by |
---|
12 | 12 | | adding Subsection (g) to read as follows: |
---|
13 | 13 | | (g) The Border Security Council shall submit to the governor |
---|
14 | 14 | | a report regarding criminal street gangs and expanding gang |
---|
15 | 15 | | prevention efforts. The report must be approved by a majority of |
---|
16 | 16 | | the council members and must include: |
---|
17 | 17 | | (1) an evaluation of the threat that criminal street |
---|
18 | 18 | | gangs and gang-related crime pose to the infrastructure and |
---|
19 | 19 | | well-being of the state, each county, and each municipality with a |
---|
20 | 20 | | population of more than 100,000; and |
---|
21 | 21 | | (2) recommendations on actions that may be taken to: |
---|
22 | 22 | | (A) prevent recruitment of youth into gangs by: |
---|
23 | 23 | | (i) identifying best practices across the |
---|
24 | 24 | | United States utilized to combat criminal street gangs and |
---|
25 | 25 | | gang-related crime; and |
---|
26 | 26 | | (ii) identifying factors within each |
---|
27 | 27 | | municipality with a population of more than 100,000 that may make |
---|
28 | 28 | | youth susceptible to gang recruitment; |
---|
29 | 29 | | (B) identify local community-based organizations |
---|
30 | 30 | | across the state willing to participate in a collaborative effort |
---|
31 | 31 | | so as to: |
---|
32 | 32 | | (i) assess the organization's current |
---|
33 | 33 | | resources; and |
---|
34 | 34 | | (ii) assess the organization's best |
---|
35 | 35 | | practices in conjunction with local law enforcement gang prevention |
---|
36 | 36 | | efforts; and |
---|
37 | 37 | | (C) identify strategies to include youth, |
---|
38 | 38 | | families, and community-based organizations in the decision-making |
---|
39 | 39 | | process so as to: |
---|
40 | 40 | | (i) increase interaction and communication |
---|
41 | 41 | | between all stakeholders; |
---|
42 | 42 | | (ii) establish trust between all |
---|
43 | 43 | | stakeholders; and |
---|
44 | 44 | | (iii) secure support from all stakeholders. |
---|
45 | 45 | | SECTION 2. The Border Security Council shall submit the |
---|
46 | 46 | | first annual report regarding criminal street gangs and expanding |
---|
47 | 47 | | gang prevention efforts to the governor as required by Subsection |
---|
48 | 48 | | (g), Section 421.0025, Government Code, as added by this Act, not |
---|
49 | 49 | | later than September 1, 2010. |
---|
50 | 50 | | SECTION 3. This Act takes effect immediately if it receives |
---|
51 | 51 | | a vote of two-thirds of all the members elected to each house, as |
---|
52 | 52 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
53 | 53 | | Act does not receive the vote necessary for immediate effect, this |
---|
54 | 54 | | Act takes effect September 1, 2009. |
