| 7 | 7 | | relating to a report on use of money from the Texas Enterprise Fund. |

| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 481.079(a), Government Code, is amended |
|---|
| 10 | 10 | | to read as follows: |
|---|
| 11 | 11 | | (a) Before the beginning of each regular session of the |
|---|
| 12 | 12 | | legislature, the governor shall submit to the lieutenant governor, |
|---|
| 13 | 13 | | the speaker of the house of representatives, and each other member |
|---|
| 14 | 14 | | of the legislature a report on grants made under Section 481.078 |
|---|
| 15 | 15 | | that states: |
|---|
| 16 | 16 | | (1) the number of direct jobs each recipient committed |
|---|
| 17 | 17 | | to create in this state; |
|---|
| 18 | 18 | | (2) the number of direct jobs each recipient created |
|---|
| 19 | 19 | | in this state; |
|---|
| 20 | 20 | | (3) the median wage of the jobs each recipient created |
|---|
| 21 | 21 | | in this state; |
|---|
| 22 | 22 | | (4) [the amount of capital investment each recipient |
|---|
| 23 | 23 | | committed to expend or allocate per project in this state; |
|---|
| 24 | 24 | | [(5) the amount of capital investment each recipient |
|---|
| 25 | 25 | | expended or allocated per project in this state; |
|---|
| 26 | 26 | | [(6)] the total amount of grants made to each |
|---|
| 27 | 27 | | recipient; |
|---|
| 28 | 28 | | (5) [(7)] the average amount of money granted in this |
|---|
| 29 | 29 | | state for each job created in this state by grant recipients; |
|---|
| 30 | 30 | | (6) [(8)] the number of jobs created in this state by |
|---|
| 31 | 31 | | grant recipients in each sector of the North American Industry |
|---|
| 32 | 32 | | Classification System (NAICS); [and] |
|---|
| 33 | 33 | | (7) [(9)] the total amount of tax credits, local |
|---|
| 34 | 34 | | incentives, and other money or credits distributed to each |
|---|
| 35 | 35 | | recipient by governmental entities of this state; |
|---|
| 36 | 36 | | (8) the percentage of money granted to recipients with |
|---|
| 37 | 37 | | fewer than 100 employees; |
|---|
| 38 | 38 | | (9) the geographical distribution of grants by county; |
|---|
| 39 | 39 | | (10) the effect of grants on employment, personal |
|---|
| 40 | 40 | | income, and capital investment in this state and in each regional |
|---|
| 41 | 41 | | planning commission area; and |
|---|
| 42 | 42 | | (11) [of] the number of [direct] jobs each recipient |
|---|
| 43 | 43 | | created in this state[, the number of positions created] that |
|---|
| 44 | 44 | | provide full health benefits for employees. |
|---|
| 45 | 45 | | SECTION 2. This Act takes effect September 1, 2009. |
