| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. Section 103.07, Education Code, is amended to | |
| 11 | 11 | read as follows: | |
| 12 | 12 | Sec. 103.07. GENERAL RESPONSIBILITIES. The board shall | |
| 13 | 13 | build and operate a public liberal arts university [state college] | |
| 14 | 14 | of the first rank to offer the university's students, consistent | |
| 15 | 15 | with the university's mission, preparation for excellence in a | |
| 16 | 16 | variety of careers and exploration of a variety of interests. The | |
| 17 | 17 | university [that will compare favorably with the other splendid | |
| 18 | 18 | colleges in Texas in the preparation of youth for the varied | |
| 19 | 19 | interests and industries in the section in which the university is | |
| 20 | 20 | located, and this college] shall be equipped as necessary | |
| 21 | 21 | [adequately] to do its work as well as comparable public | |
| 22 | 22 | institutions of higher education in this state [other state | |
| 23 | 23 | colleges]. | |
| 24 | 24 | SECTION 2. This Act takes effect immediately if it receives | |
| 25 | 25 | a vote of two-thirds of all the members elected to each house, as | |
| 26 | 26 | provided by Section 39, Article III, Texas Constitution. If this | |
| 27 | 27 | Act does not receive the vote necessary for immediate effect, this | |
| 28 | 28 | Act takes effect September 1, 2009. |
