O'Brien, Director, Legislative Budget Board IN RE:SB291 by Nelson (Relating to hepatitis B vaccination for students enrolled in certain health-related courses of study at an institution of higher education.), Committee Report 1st House, Substituted No significant fiscal implication to the State is anticipated. The provisions of the bill would allow for a hepatitis B vaccination to students enrolled in a course of study that involves potential exposure to human or animal blood or body fluids. According to The University of Texas System and the University of North Texas System, institutions under its respective purview would charge the student a fee to cover the cost of the vaccine. The Texas Tech University System already requires the vaccination for many of its students. It is estimated that any additional administrative costs would be covered by the fee.
