66 AN ACT
77 relating to providing training in personal financial literacy
88 instruction for public school teachers.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 8.051(d), Education Code, is amended to
1111 read as follows:
1212 (d) Each regional education service center shall maintain
1313 core services for purchase by school districts and campuses. The
1414 core services are:
1515 (1) training and assistance in:
1616 (A) teaching each subject area assessed under
1717 Section 39.023; and
1818 (B) providing instruction in personal financial
1919 literacy as required under Section 28.0021;
2020 (2) training and assistance in providing each program
2121 that qualifies for a funding allotment under Section 42.151,
2222 42.152, 42.153, or 42.156;
2323 (3) assistance specifically designed for a school
2424 district rated academically unacceptable under Section 39.072(a)
2525 or a campus whose performance is considered unacceptable based on
2626 the indicators adopted under Section 39.051;
2727 (4) training and assistance to teachers,
2828 administrators, members of district boards of trustees, and members
2929 of site-based decision-making committees;
3030 (5) assistance specifically designed for a school
3131 district that is considered out of compliance with state or federal
3232 special education requirements, based on the agency's most recent
3333 compliance review of the district's special education programs; and
3434 (6) assistance in complying with state laws and rules.
3535 SECTION 2. Subchapter Z, Chapter 51, Education Code, is
3636 amended by adding Section 51.9021 to read as follows:
3737 Sec. 51.9021. TEACHER TRAINING IN PERSONAL FINANCIAL
3838 LITERACY. The governing board of each institution of higher
3939 education with an educator preparation program accredited by the
4040 State Board for Educator Certification shall, to the extent
4141 practicable, offer to school districts and public school campuses
4242 seminars or conferences to train and assist teachers in providing
4343 instruction in personal financial literacy as required under
4444 Section 28.0021. The governing board of the institution that
4545 provides the seminar or conference shall charge the district an
4646 amount equal to the cost to the institution of providing the seminar
4747 or conference.
4848 SECTION 3. This Act takes effect immediately if it receives
4949 a vote of two-thirds of all the members elected to each house, as
5050 provided by Section 39, Article III, Texas Constitution. If this
5151 Act does not receive the vote necessary for immediate effect, this
5252 Act takes effect September 1, 2009.
