7 | 7 | | relating to providing training in personal financial literacy |
---|
8 | 8 | | instruction for public school teachers. |
---|
9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Section 8.051(d), Education Code, is amended to |
---|
11 | 11 | | read as follows: |
---|
12 | 12 | | (d) Each regional education service center shall maintain |
---|
13 | 13 | | core services for purchase by school districts and campuses. The |
---|
14 | 14 | | core services are: |
---|
15 | 15 | | (1) training and assistance in: |
---|
16 | 16 | | (A) teaching each subject area assessed under |
---|
17 | 17 | | Section 39.023; and |
---|
18 | 18 | | (B) providing instruction in personal financial |
---|
19 | 19 | | literacy as required under Section 28.0021; |
---|
20 | 20 | | (2) training and assistance in providing each program |
---|
21 | 21 | | that qualifies for a funding allotment under Section 42.151, |
---|
22 | 22 | | 42.152, 42.153, or 42.156; |
---|
23 | 23 | | (3) assistance specifically designed for a school |
---|
24 | 24 | | district rated academically unacceptable under Section 39.072(a) |
---|
25 | 25 | | or a campus whose performance is considered unacceptable based on |
---|
26 | 26 | | the indicators adopted under Section 39.051; |
---|
27 | 27 | | (4) training and assistance to teachers, |
---|
28 | 28 | | administrators, members of district boards of trustees, and members |
---|
29 | 29 | | of site-based decision-making committees; |
---|
30 | 30 | | (5) assistance specifically designed for a school |
---|
31 | 31 | | district that is considered out of compliance with state or federal |
---|
32 | 32 | | special education requirements, based on the agency's most recent |
---|
33 | 33 | | compliance review of the district's special education programs; and |
---|
34 | 34 | | (6) assistance in complying with state laws and rules. |
---|
35 | 35 | | SECTION 2. Subchapter Z, Chapter 51, Education Code, is |
---|
36 | 36 | | amended by adding Section 51.9021 to read as follows: |
---|
37 | 37 | | Sec. 51.9021. TEACHER TRAINING IN PERSONAL FINANCIAL |
---|
38 | 38 | | LITERACY. The governing board of each institution of higher |
---|
39 | 39 | | education with an educator preparation program accredited by the |
---|
40 | 40 | | State Board for Educator Certification shall, to the extent |
---|
41 | 41 | | practicable, offer to school districts and public school campuses |
---|
42 | 42 | | seminars or conferences to train and assist teachers in providing |
---|
43 | 43 | | instruction in personal financial literacy as required under |
---|
44 | 44 | | Section 28.0021. The governing board of the institution that |
---|
45 | 45 | | provides the seminar or conference shall charge the district an |
---|
46 | 46 | | amount equal to the cost to the institution of providing the seminar |
---|
47 | 47 | | or conference. |
---|
48 | 48 | | SECTION 3. This Act takes effect immediately if it receives |
---|
49 | 49 | | a vote of two-thirds of all the members elected to each house, as |
---|
50 | 50 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
51 | 51 | | Act does not receive the vote necessary for immediate effect, this |
---|
52 | 52 | | Act takes effect September 1, 2009. |
