66 AN ACT
77 relating to certain requirements applicable to the State Center for
88 Early Childhood Development.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter E, Chapter 29, Education Code, is
1111 amended by adding Section 29.162 to read as follows:
1212 Sec. 29.162. REQUIREMENTS APPLICABLE TO STATE CENTER FOR
1313 EARLY CHILDHOOD DEVELOPMENT. (a) The State Center for Early
1414 Childhood Development shall:
1515 (1) comply with the contract management requirements
1616 prescribed by Chapter 2262, Government Code;
1717 (2) not later than December 1 of each even-numbered
1818 year, prepare and submit to the presiding officers of the Senate
1919 Committee on Finance and the House Appropriations Committee a
2020 report detailing the use of all state money provided to the center
2121 to fund early childhood education services; and
2222 (3) provide center staff to appear before a standing
2323 committee of the senate or house of representatives with
2424 jurisdiction over public primary and secondary education on request
2525 of the presiding officer of the committee.
2626 (b) In each even-numbered year, the State Center for Early
2727 Childhood Development shall allow an external evaluation, by an
2828 organization under contract with the agency for that purpose,
2929 regarding the management and implementation of demonstration
3030 projects authorized by Section 29.160 and the school readiness
3131 certification system developed in accordance with Section 29.161.
3232 (c) The organization completing the external evaluation
3333 under Subsection (b) must be selected through a competitive process
3434 developed by the agency.
3535 SECTION 2. This Act takes effect September 1, 2009.
