55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the designation of the office of the governor as the
88 lead agency for border security.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter A, Chapter 421, Government Code, is
1111 amended by adding Section 421.0024 to read as follows:
1212 Sec. 421.0024. LEAD BORDER SECURITY AGENCY. (a) The office
1313 of the governor is the lead agency for security at or near this
1414 state's international border.
1515 (b) The office of the governor and each agency with a
1616 mission that includes homeland security, border security, or border
1717 support shall adopt border security as a core mission.
1818 (c) The office of the governor, in coordination with the
1919 Department of Public Safety of the State of Texas, shall provide
2020 guidance to each agency described by Subsection (b) in order to
2121 establish unity of effort and clarification of roles and
2222 responsibilities related to border security.
2323 (d) With direction from the office of the governor and in
2424 coordination with the Border Security Council, the Department of
2525 Public Safety of the State of Texas shall provide an annual report
2626 to the legislature outlining:
2727 (1) coordination efforts related to border security
2828 during the preceding year;
2929 (2) achievements of agencies described by Subsection
3030 (b) related to border security during the preceding year; and
3131 (3) the cost-effectiveness of border security-related
3232 expenditures made during the preceding year.
3333 SECTION 2. This Act takes effect September 1, 2009.
