O'Brien, Director, Legislative Budget Board     IN RE:SB71 by Nelson (Relating to the limitation on paid leave for state employees at health and human services agencies pending a criminal history background check.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Government Code by adding Section 531.0105, which provides that a health and human services agency may grant leave with pay while the agency conducts a criminal background check on the employee. The number of days an employee may be granted leave with pay for this purpose may not exceed 30 days during a state fiscal biennium.  The bill would take effect September 1, 2009. It is assumed that any cost resulting from the passage of the bill could be reasonably absorbed within current resources.
