7 | 7 | | January 22, 2009, ordering the closure of United States detention |

8 | 8 | | facilities at Guantanamo Bay, Cuba, within the year; and |
---|
9 | 9 | | WHEREAS, Under this executive order, suspected terrorists |
---|
10 | 10 | | now confined to the detention center will be returned to their home |
---|
11 | 11 | | country, released, transferred to a third country, or transferred |
---|
12 | 12 | | to another United States detention facility; Lackland Air Force |
---|
13 | 13 | | Base in San Antonio is among the military installations being |
---|
14 | 14 | | considered by the House Armed Services Committee as potential sites |
---|
15 | 15 | | for the relocation of enemy combatants detained at Guantanamo, and |
---|
16 | 16 | | news accounts have also mentioned the El Paso Processing Center |
---|
17 | 17 | | operated by U.S. Immigration and Customs Enforcement as a possible |
---|
18 | 18 | | transfer location; and |
---|
19 | 19 | | WHEREAS, The Department of Defense has estimated that the |
---|
20 | 20 | | terrorism reengagement rate has reached 11 percent among those |
---|
21 | 21 | | Guantanamo detainees previously released from custody or |
---|
22 | 22 | | transferred to prisons elsewhere in the world and that some 61 |
---|
23 | 23 | | former detainees are suspected or confirmed to have returned to |
---|
24 | 24 | | terrorist activity; clearly, such individuals are too dangerous to |
---|
25 | 25 | | be permitted on Texas soil; and |
---|
26 | 26 | | WHEREAS, Ensuring the safety of all citizens is the highest |
---|
27 | 27 | | responsibility of government, and federal tax dollars should not be |
---|
28 | 28 | | used to bring a potential threat into the Lone Star State; now, |
---|
29 | 29 | | therefore, be it |
---|
30 | 30 | | RESOLVED, That the 81st Legislature of the State of Texas |
---|
31 | 31 | | hereby urge the Texas congressional delegation to take action to |
---|
32 | 32 | | prohibit the use of federal funds to transfer enemy combatants from |
---|
33 | 33 | | Guantanamo Bay to any facility in Texas or to build or modify |
---|
34 | 34 | | facilities for any such enemy combatants in this state; and, be it |
---|
35 | 35 | | further |
---|
36 | 36 | | RESOLVED, That the Texas secretary of state forward official |
---|
37 | 37 | | copies of this resolution to the president of the United States, to |
---|
38 | 38 | | the speaker of the house of representatives and the president of the |
---|
39 | 39 | | senate of the United States Congress, and to all members of the |
---|
40 | 40 | | Texas delegation to the congress with the request that this |
---|
41 | 41 | | resolution be officially entered in the Congressional Record as a |
---|
42 | 42 | | memorial to the Congress of the United States of America. |
