55 CONCURRENT RESOLUTION
66 WHEREAS, President Barack Obama signed an executive order on
77 January 22, 2009, ordering the closure of United States detention
88 facilities at Guantanamo Bay, Cuba, within the year; and
99 WHEREAS, Under this executive order, suspected terrorists
1010 now confined to the detention center will be returned to their home
1111 country, released, transferred to a third country, or transferred
1212 to another United States detention facility; Lackland Air Force
1313 Base in San Antonio is among the military installations being
1414 considered by the House Armed Services Committee as potential sites
1515 for the relocation of enemy combatants detained at Guantanamo, and
1616 news accounts have also mentioned the El Paso Processing Center
1717 operated by U.S. Immigration and Customs Enforcement as a possible
1818 transfer location; and
1919 WHEREAS, The Department of Defense has estimated that the
2020 terrorism reengagement rate has reached 11 percent among those
2121 Guantanamo detainees previously released from custody or
2222 transferred to prisons elsewhere in the world and that some 61
2323 former detainees are suspected or confirmed to have returned to
2424 terrorist activity; clearly, such individuals are too dangerous to
2525 be permitted on Texas soil; and
2626 WHEREAS, Ensuring the safety of all citizens is the highest
2727 responsibility of government, and federal tax dollars should not be
2828 used to bring a potential threat into the Lone Star State; now,
2929 therefore, be it
3030 RESOLVED, That the 81st Legislature of the State of Texas
3131 hereby urge the Texas congressional delegation to take action to
3232 prohibit the use of federal funds to transfer enemy combatants from
3333 Guantanamo Bay to any facility in Texas or to build or modify
3434 facilities for any such enemy combatants in this state; and, be it
3535 further
3636 RESOLVED, That the Texas secretary of state forward official
3737 copies of this resolution to the president of the United States, to
3838 the speaker of the house of representatives and the president of the
3939 senate of the United States Congress, and to all members of the
4040 Texas delegation to the congress with the request that this
4141 resolution be officially entered in the Congressional Record as a
4242 memorial to the Congress of the United States of America.
