2 | 2 | | WHEREAS, Andrew C. von Eschenbach served with distinction |

3 | 3 | | as commissioner of the United States Food and Drug Administration |

4 | 4 | | from 2005 to 2009 and as director of the National Cancer |

5 | 5 | | Institute from 2002 to 2005; and |
---|
6 | 6 | | WHEREAS, Dr. von Eschenbach brought to those posts some 30 |
---|
7 | 7 | | years of experience as a physician, surgeon, medical educator, |
---|
8 | 8 | | and hospital executive, including service as executive vice |
---|
9 | 9 | | president and chief academic at The University of Texas M. D. |
---|
10 | 10 | | Anderson Cancer Center in Houston; moreover, he has gained |
---|
11 | 11 | | international renown as a cancer specialist; and |
---|
12 | 12 | | WHEREAS, Appointed by President George W. Bush to lead the |
---|
13 | 13 | | National Cancer Institute at the National Institutes of Health, |
---|
14 | 14 | | Dr. von Eschenbach immediately began working toward the |
---|
15 | 15 | | acceleration and integration of the |
---|
16 | 16 | | discovery-development-delivery continuum, and he committed |
---|
17 | 17 | | resources to ensure the application to oncology of |
---|
18 | 18 | | nanotechnology, genomics, proteomics, bioinformatics, and other |
---|
19 | 19 | | emerging technologies; and |
---|
20 | 20 | | WHEREAS, He was subsequently chosen by President Bush as |
---|
21 | 21 | | acting commissioner of the Food and Drug Administration, and |
---|
22 | 22 | | following confirmation by the senate in December 2006, he |
---|
23 | 23 | | fostered a variety of creative projects at the agency; the Beyond |
---|
24 | 24 | | Our Borders Initiative created Food and Drug Administration |
---|
25 | 25 | | permanent offices around the world, and the Critical Path |
---|
26 | 26 | | Initiative brought modern scientific tools to the product |
---|
27 | 27 | | development process; in addition, Dr. von Eschenbach |
---|
28 | 28 | | substantially increased Food and Drug Administration |
---|
29 | 29 | | collaboration with regulatory counterparts in other countries, |
---|
30 | 30 | | provided technical assistance to foreign regulators and |
---|
31 | 31 | | industries, and increased efforts to learn more about importers |

33 | 33 | | WHEREAS, Dr. von Eschenbach, who holds a bachelor's degree |

34 | 34 | | from Saint Joseph's University in Philadelphia and a medical |
---|
35 | 35 | | degree from Georgetown University School of Medicine, completed |
---|
36 | 36 | | his internship and residency in urologic surgery at Philadelphia |
---|
37 | 37 | | General Hospital and served as an instructor in urology at the |
---|
38 | 38 | | University of Pennsylvania School of Medicine; along the way, he |
---|
39 | 39 | | also served as a lieutenant commander in the United States Navy |
---|
40 | 40 | | Medical Corps; and |

41 | 41 | | WHEREAS, The author of more than 200 scientific articles |
---|
42 | 42 | | and studies, Dr. von Eschenbach has been recognized on numerous |
---|
43 | 43 | | occasions for his contributions to medicine; among his honors are |
---|
44 | 44 | | the 2003 Carpe Diem Award from the Lance Armstrong Foundation and |
---|
45 | 45 | | an Achievement Award from the 100 Black Men of Metropolitan |
---|
46 | 46 | | Houston; in 2006, he was named to the Time magazine 100 list of |
---|
47 | 47 | | "the people who shape our world," and in 2007 and 2008, he was |
---|
48 | 48 | | selected by Modern Healthcare/Modern Physician as one of the 50 |
---|
49 | 49 | | Most Powerful Physician Executives in Healthcare; and |

50 | 50 | | WHEREAS, Dr. von Eschenbach is supported in his endeavors |
---|
51 | 51 | | by his wife, Madelyn, as well as their four children, and he |
---|
52 | 52 | | enjoys the love and affection of seven grandchildren; since |
---|
53 | 53 | | leaving government service, he joined Greenleaf Health as a |
---|
54 | 54 | | senior advisor; and |
---|
55 | 55 | | WHEREAS, The people of this state and nation have benefited |
---|
56 | 56 | | greatly from the dedication and vision of Dr. Andrew C. von |
---|
57 | 57 | | Eschenbach, and his efforts in their behalf are indeed deserving |
---|
58 | 58 | | of recognition; now, therefore, be it |

59 | 59 | | RESOLVED, That the Senate of the State of Texas, 81st |

60 | 60 | | Legislature, hereby honor Andrew C. von Eschenbach on his |

61 | 61 | | exemplary service as commissioner of the United States Food and |

62 | 62 | | Drug Administration and as director of the National Cancer |
