SENATE RESOLUTION NO. 1057 WHEREAS, The Senate of the State of Texas is pleased to honor Joe Phelps for his many years of loyal service to the citizens of Argyle as a member of the town council; and WHEREAS, Joe was first elected to the Argyle Town Council in 1992 and was reelected for eight additional two-year terms; he has served as mayor pro tempore since 2001; and WHEREAS, Over the last 17 years, Joe has demonstrated a high level of commitment, integrity, and professionalism; his expertise with regard to infrastructure and public works has been extremely important in the town's efforts to improve roadways and drainage systems; and WHEREAS, He played a vital role in the planning and construction of the town's first sanitary sewer collection system and in the negotiations with the City of Denton for wastewater treatment; he represented Argyle on numerous Denton County bond programs for infrastructure improvements throughout the county; and WHEREAS, He earned the admiration and respect of his colleagues on the Argyle Town Council, town administrators, and the citizens in the community, who will long reap the benefits of his wisdom, his decisiveness, and his diligence; and WHEREAS, Joe has been an inspiration to those who have had the pleasure to know and to work with him, and his presence on the Argyle Town Council will be greatly missed; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 81st Legislature, hereby commend Joe Phelps for his exceptional service and many contributions to the Town of Argyle as councilman; and, be it further RESOLVED, That a copy of this Resolution be prepared for him an expression of high regard from the Texas Senate.
