| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | honor Joe Phelps for his many years of loyal service to the |
|---|
| 4 | 4 | | citizens of Argyle as a member of the town council; and |
|---|
| 5 | 5 | | WHEREAS, Joe was first elected to the Argyle Town Council |
|---|
| 6 | 6 | | in 1992 and was reelected for eight additional two-year terms; he |
|---|
| 7 | 7 | | has served as mayor pro tempore since 2001; and |
|---|
| 8 | 8 | | WHEREAS, Over the last 17 years, Joe has demonstrated a |
|---|
| 9 | 9 | | high level of commitment, integrity, and professionalism; his |
|---|
| 10 | 10 | | expertise with regard to infrastructure and public works has been |
|---|
| 11 | 11 | | extremely important in the town's efforts to improve roadways and |
|---|
| 12 | 12 | | drainage systems; and |
|---|
| 13 | 13 | | WHEREAS, He played a vital role in the planning and |
|---|
| 14 | 14 | | construction of the town's first sanitary sewer collection |
|---|
| 15 | 15 | | system and in the negotiations with the City of Denton for |
|---|
| 16 | 16 | | wastewater treatment; he represented Argyle on numerous Denton |
|---|
| 17 | 17 | | County bond programs for infrastructure improvements throughout |
|---|
| 18 | 18 | | the county; and |
|---|
| 19 | 19 | | WHEREAS, He earned the admiration and respect of his |
|---|
| 20 | 20 | | colleagues on the Argyle Town Council, town administrators, and |
|---|
| 21 | 21 | | the citizens in the community, who will long reap the benefits of |
|---|
| 22 | 22 | | his wisdom, his decisiveness, and his diligence; and |
|---|
| 23 | 23 | | WHEREAS, Joe has been an inspiration to those who have had |
|---|
| 24 | 24 | | the pleasure to know and to work with him, and his presence on the |
|---|
| 25 | 25 | | Argyle Town Council will be greatly missed; now, therefore, be it |
|---|
| 26 | 26 | | RESOLVED, That the Senate of the State of Texas, 81st |
|---|
| 27 | 27 | | Legislature, hereby commend Joe Phelps for his exceptional |
|---|
| 28 | 28 | | service and many contributions to the Town of Argyle as |
|---|
| 29 | 29 | | councilman; and, be it further |
|---|
| 30 | 30 | | RESOLVED, That a copy of this Resolution be prepared for |
