1	1	SENATE RESOLUTION NO. 1058
2	2	WHEREAS, The Texas Senate takes sincere pride in
3	3	recognizing the outstanding service of the resolute individuals
4	4	who came together in a moment of need to render lifesaving
5	5	assistance to Representative Edmund Kuempel on the night of May
6	6	12, 2009; and
7	7	WHEREAS, The actions of Jennifer Irby, Trooper Edwin
8	8	Carpenter, Trooper Antonio Rico, Trooper Diane Riojas, and
9	9	Representative John Zerwas saved the life of Representative
10	10	Kuempel when he was stricken by cardiac arrest while working at
11	11	the Capitol; and
12	12	WHEREAS, Representative Kuempel was discovered collapsed
13	13	and unconscious in a Capitol Extension elevator by Jennifer Irby,
14	14	a messenger employed in the sergeant-at-arms office in the House;
15	15	Jennifer's quick thinking was the beginning of a lifesaving
16	16	process that unfolded in the Capitol shortly after 10:00 p.m.;
17	17	and
18	18	WHEREAS, Responding swiftly to the severity of the
19	19	situation and thinking that she would be able to locate a trooper
20	20	on the first floor of the Capitol for assistance, Jennifer
21	21	remained with Representative Kuempel and pushed the first floor
22	22	elevator button; upon arriving on the first floor, she alerted
23	23	Trooper Carpenter, who immediately began to attend to
24	24	Representative Kuempel, and, after ascertaining that emergency
25	25	medical services had been called, used his radio to ask for more
26	26	assistance from other Texas Department of Public Safety
27	27	personnel; and
28	28	WHEREAS, Trooper Rico, one of the officers who responded to
29	29	the call, brought an automated external defibrillator to the
30	30	scene, and he and Trooper Carpenter made the proper preparations
31	31	for its use; Trooper Rico began to operate the defibrillator
32	32	while Trooper Diane Riojas administered rescue breathing to
33	33	Representative Kuempel; Representative John Zerwas, an
34	34	anesthesiologist, had been alerted to the emergency and had
35	35	quickly arrived at the scene; he began chest compressions on
36	36	Representative Kuempel while giving guidance to the others who
37	37	were working to save Representative Kuempel's life; and
38	38	WHEREAS, Each of these individuals worked hastily, yet
39	39	with great care; maintaining their composure in the face of a
40	40	struggle to save another's life, they persevered in their efforts
41	41	toward reviving Representative Kuempel, even after most would
42	42	have considered the situation to be hopeless; because of their
43	43	courage, sound judgment, quick thinking, and tenacity,
44	44	Representative Kuempel received the emergency aid that was
45	45	necessary to save his life; now, therefore, be it
46	46	RESOLVED, That the Senate of the State of Texas, 81st
47	47	Legislature, hereby pay tribute to Jennifer Irby, Trooper Edwin
48	48	Carpenter, Trooper Antonio Rico, Trooper Diane Riojas, and
49	49	Representative John Zerwas for their successful lifesaving
50	50	efforts and commend them for the determined spirit and
51	51	perseverance with which they handled this potentially tragic
52	52	event; and, be it further
53	53	RESOLVED, That a copy of this Resolution be prepared for
54	54	them as an expression of highest esteem from the Texas Senate.
