| 6 | 6 | | Legislature, Regular Session, 2009, That Senate Rule 12.03 be |

| 7 | 7 | | suspended in part as provided by Senate Rule 12.08 to enable the |

| 8 | 8 | | conference committee appointed to resolve the differences on |

| 9 | 9 | | House Bill No. 1796 (the development of carbon dioxide capture |
|---|
| 10 | 10 | | and sequestration in this state) to consider and take action on |
|---|
| 11 | 11 | | the following matter: |

| 12 | 12 | | Senate Rules 12.03(3) and (4) are suspended to permit the |
|---|
| 13 | 13 | | committee to add text on a matter not in disagreement and not |
|---|
| 14 | 14 | | included in either the house or senate version of the bill by |
|---|
| 15 | 15 | | adding the following SECTION to the bill: |

| 16 | 16 | | SECTION 30. The purpose of the changes in law made by |
|---|
| 17 | 17 | | this Act is to encourage the development of onshore and offshore |
|---|
| 18 | 18 | | geologic storage of carbon dioxide including by encouraging the |
|---|
| 19 | 19 | | development of advanced clean energy projects that capture |
|---|
| 20 | 20 | | carbon dioxide and sequester not less than 50 percent of the |
|---|
| 21 | 21 | | captured carbon dioxide in onshore or offshore geologic |
|---|
| 22 | 22 | | repositories. Securing the necessary capacity for geologic |
|---|
| 23 | 23 | | sequestration is essential to the success of carbon capture |
|---|
| 24 | 24 | | strategies, such as the advanced clean energy projects |
|---|
| 25 | 25 | | facilitated by the changes in law made by this Act. The success |
|---|
| 26 | 26 | | of the offshore repositories facilitated by this Act depends on |
|---|
| 27 | 27 | | an adequate supply of anthropogenic carbon dioxide, which is not |
|---|
| 28 | 28 | | currently being captured at industrial facilities in this state. |
|---|
| 29 | 29 | | The advanced clean energy grants established in this Act are |
|---|
| 30 | 30 | | intended to create the supply of anthropogenic carbon dioxide |
|---|
| 31 | 31 | | necessary to the success of the offshore repositories |
|---|
| 32 | 32 | | facilitated by this Act. |
