1	1	SENATE RESOLUTION NO. 1109
2	2	WHEREAS, The Senate of the State of Texas is pleased to pay
3	3	tribute to Leonel Castillo on the occasion of his 70th birthday,
4	4	on June 6, 2009, and the naming of the Leonel Castillo Academic
5	5	Center in his honor; and
6	6	WHEREAS, The Houston Independent School District is naming
7	7	the new East Early College High School building the Leonel
8	8	Castillo Academic Center in honor of one of the city's most
9	9	notable citizens, who has done so much for his community, both
10	10	locally and on the national level; and
11	11	WHEREAS, The school opened in August of 2006 as an internal
12	12	charter school and has maintained an Exemplary rating in each of
13	13	its first two years of existence; its students can attend Houston
14	14	Community College and receive two years of college credit or an
15	15	associate's degree while earning their high school diploma; and
16	16	WHEREAS, Leonel Castillo graduated cum laude from Saint
17	17	Mary's University in San Antonio in 1961 and earned a master of
18	18	social work degree from the University of Pittsburgh in 1967; in
19	19	his early career, he worked as a human resources supervisor with
20	20	the Development Program of the Neighborhood Centers Day Care
21	21	Association, and later he became the director of the Catholic
22	22	Council on Community Relations in Houston; and
23	23	WHEREAS, He became the first Mexican American to be elected
24	24	to a citywide office in Houston when he was elected controller
25	25	for the city in 1970; he earned national recognition for his
26	26	efforts with Mexican American advocacy groups and his work on
27	27	race and discrimination issues; and
28	28	WHEREAS, He helped establish the Houston International
29	29	University in 1970, which provided alternative post-secondary
30	30	education for Mexican American students; he became the first
31	31	Hispanic to direct the Immigration and Naturalization Service in
32	32	the Department of Justice when he was named commissioner by
33	33	President Jimmy Carter in 1977; and
34	34	WHEREAS, Since his retirement from public office, Mr.
35	35	Castillo has continued to serve in leadership roles in many
36	36	civic, educational, and governmental organizations; and
37	37	WHEREAS, It is indeed appropriate that the Houston
38	38	Independent School District recognize Leonel Castillo for his
39	39	service and leadership and his many contributions to his
40	40	community; now, therefore, be it
41	41	RESOLVED, That the Senate of the State of Texas, 81st
42	42	Legislature, hereby join the Houston Independent School District
43	43	in honoring Leonel Castillo for his distinguished service and
44	44	extend to him best wishes for a wonderful 70th birthday
45	45	celebration; and, be it further
46	46	RESOLVED, That a copy of this Resolution be prepared for
47	47	him as an expression of esteem from the Texas Senate.
