1	1	SENATE RESOLUTION NO. 168
2	2	WHEREAS, The Senate of the State of Texas is pleased to
3	3	recognize Dr. Blandina C
4	4	rdenas, who is retiring from her
5	5	position as president of The University of Texas--Pan American on
6	6	January 30, 2009; and
7	7	WHEREAS, A well-known educator and civil rights advocate,
8	8	Dr. Blandina "Bambi" C
9	9	rdenas began her career as a teacher of
10	10	migrant preschool children in Del Rio in 1968; she later served
11	11	as director of Development of Innovative Programs at the Edgewood
12	12	Independent School District, where she designed an array of
13	13	programs that became national models and advanced the cause of
14	14	educational equity and excellence; and
15	15	WHEREAS, In 1977, she accepted a presidential appointment
16	16	as Commissioner of the Administration for Children, Youth and
17	17	Families in the Department of Health, Education and Welfare,
18	18	where she led a number of national programs, including the Head
19	19	Start Program, the Child Welfare Program, and the Child
20	20	Development Research Program; she served on the governing body of
21	21	the Inter-American Children's Institute of the Organization of
22	22	American States, and she has worked extensively with Mexican
23	23	universities and organizations, for which she earned induction
24	24	into the Orden del Aguila Azteca, the highest honor bestowed by
25	25	the government of Mexico on a noncitizen; and
26	26	WHEREAS, Dr. C
27	27	rdenas has an impressive history of
28	28	educational leadership and community service; she has served as
29	29	chairperson of the board of trustees of the Educational Testing
30	30	Service, as a founding member of the board of the Fundacion
31	31	Solidaridad Mexicana Americana, and as a member of the board of
32	32	the American Association of Higher Education; before her arrival
33	33	at The University of Texas--Pan American, she served as dean of
34	34	the College of Education and professor of educational leadership
35	35	at The University of Texas at San Antonio; and
36	36	WHEREAS, She was named president of The University of
37	37	Texas--Pan American in 2004 after a 10-month, nationwide search;
38	38	during her tenure, she has been responsible for a number of
39	39	initiatives that have distinguished the university and enhanced
40	40	student success, and she has guided the institution to a new era
41	41	in research in such fields as economics, border life, medicine,
42	42	and engineering; and
43	43	WHEREAS, For more than 30 years, Dr. C
44	44	rdenas has been a
45	45	strong, creative voice for expanded educational opportunity, and
46	46	she has earned numerous awards for her efforts to increase the
47	47	participation of underrepresented groups in higher education; in
48	48	2008, she was given a Lifetime Achievement Award for her
49	49	distinguished work in higher education at the 12th Annual Ford
50	50	Salute to Education; now, therefore, be it
51	51	RESOLVED, That the Senate of the State of Texas, 81st
52	52	Legislature, hereby commend Dr. Blandina C
53	53	rdenas on her
54	54	outstanding service to her state and nation in the field of
55	55	education and extend to her best wishes for the future; and, be it
56	56	further
57	57	RESOLVED, That a copy of this Resolution be prepared for
58	58	her as an expression of esteem from the Texas Senate.
