11 SENATE RESOLUTION NO. 168
22 WHEREAS, The Senate of the State of Texas is pleased to
33 recognize Dr. Blandina C
44 rdenas, who is retiring from her
55 position as president of The University of Texas--Pan American on
66 January 30, 2009; and
77 WHEREAS, A well-known educator and civil rights advocate,
88 Dr. Blandina "Bambi" C
99 rdenas began her career as a teacher of
1010 migrant preschool children in Del Rio in 1968; she later served
1111 as director of Development of Innovative Programs at the Edgewood
1212 Independent School District, where she designed an array of
1313 programs that became national models and advanced the cause of
1414 educational equity and excellence; and
1515 WHEREAS, In 1977, she accepted a presidential appointment
1616 as Commissioner of the Administration for Children, Youth and
1717 Families in the Department of Health, Education and Welfare,
1818 where she led a number of national programs, including the Head
1919 Start Program, the Child Welfare Program, and the Child
2020 Development Research Program; she served on the governing body of
2121 the Inter-American Children's Institute of the Organization of
2222 American States, and she has worked extensively with Mexican
2323 universities and organizations, for which she earned induction
2424 into the Orden del Aguila Azteca, the highest honor bestowed by
2525 the government of Mexico on a noncitizen; and
2626 WHEREAS, Dr. C
2727 rdenas has an impressive history of
2828 educational leadership and community service; she has served as
2929 chairperson of the board of trustees of the Educational Testing
3030 Service, as a founding member of the board of the Fundacion
3131 Solidaridad Mexicana Americana, and as a member of the board of
3232 the American Association of Higher Education; before her arrival
3333 at The University of Texas--Pan American, she served as dean of
3434 the College of Education and professor of educational leadership
3535 at The University of Texas at San Antonio; and
3636 WHEREAS, She was named president of The University of
3737 Texas--Pan American in 2004 after a 10-month, nationwide search;
3838 during her tenure, she has been responsible for a number of
3939 initiatives that have distinguished the university and enhanced
4040 student success, and she has guided the institution to a new era
4141 in research in such fields as economics, border life, medicine,
4242 and engineering; and
4343 WHEREAS, For more than 30 years, Dr. C
4444 rdenas has been a
4545 strong, creative voice for expanded educational opportunity, and
4646 she has earned numerous awards for her efforts to increase the
4747 participation of underrepresented groups in higher education; in
4848 2008, she was given a Lifetime Achievement Award for her
4949 distinguished work in higher education at the 12th Annual Ford
5050 Salute to Education; now, therefore, be it
5151 RESOLVED, That the Senate of the State of Texas, 81st
5252 Legislature, hereby commend Dr. Blandina C
5353 rdenas on her
5454 outstanding service to her state and nation in the field of
5555 education and extend to her best wishes for the future; and, be it
5656 further
5757 RESOLVED, That a copy of this Resolution be prepared for
5858 her as an expression of esteem from the Texas Senate.
