11 SENATE RESOLUTION NO. 210
22 WHEREAS, Proud residents of Rockwall County are gathering
33 in Austin on February 17, 2009, to celebrate Rockwall County Day
44 at the State Capitol; and
55 WHEREAS, Situated on the gently rolling Blackland Prairie
66 of North Texas, the region was originally inhabited by the Caddo
77 and Cherokee; the first European resident, John O. Heath, settled
88 on the East Fork of the Trinity River in 1846; Rockwall County was
99 established in 1873, taking its name from an underground rock
1010 formation discovered by farmers who were digging a well; and
1111 WHEREAS, An important center for cotton production for
1212 many years, Rockwall County today boasts a population of nearly
1313 70,000 people who enjoy being in close proximity to the
1414 Dallas-Fort Worth Metroplex while savoring the relaxed and
1515 comfortable way of life in the county's many thriving
1616 communities; and
1717 WHEREAS, The City of Rowlett, on the shore of Lake Ray
1818 Hubbard, is emerging as an important regional center and will be
1919 the site of the intersection of the eastern extension of the
2020 President George Bush Turnpike and the new Blue Line Extension of
2121 DART Commuter Rail; another prosperous lakeside city is Heath,
2222 which has recently revised and adopted a comprehensive plan that
2323 reaffirms its commitment to service, orderly growth,
2424 transportation, development, and the preservation of the
2525 time-honored values cherished by its residents; and
2626 WHEREAS, In 2008, voters in the City of Fate passed a home
2727 rule charter by an overwhelming majority; this development
2828 promises to make that community an even more important component
2929 of the county's economy; positive change and preparation for the
3030 years ahead are also taking place in the City of
3131 McLendon-Chisholm; this is the newest city in Rockwall County but
3232 was formed from two of the oldest area communities, McLendon and
3333 Chisholm, both of which date back to the mid-1800s; and
3434 WHEREAS, Rockwall, which is being designated as a Main
3535 Street City in 2009, is a fast-growing suburban community that
3636 continues its dedication to preserving its heritage and its
3737 pleasant, family-friendly atmosphere; as part of that effort,
3838 the city's Historic Preservation Advisory Board has worked with
3939 residents and civic leaders to develop a preservation plan for
4040 the Old Town Rockwall Historic District, which will help the
4141 district to remain the vibrant heart of the city; and
4242 WHEREAS, Residents of Royse City are also making it a
4343 priority to carry forth the small-town way of life that has long
4444 characterized their community; designated as a Main Street City
4545 in 2008, the town has established a Heritage Committee and
4646 ordinance and design guidelines in order to revitalize the
4747 historical district, and it also benefits from a strong chamber
4848 of commerce that supports local businesses; and
4949 WHEREAS, Throughout Rockwall County, citizens have done an
5050 outstanding job of maintaining long-cherished hometown values
5151 and an inspiring sense of community even as they look forward to
5252 the opportunities of the future, and their ongoing success in
5353 these endeavors has made the county an exceptional place to live,
5454 work, and raise a family; now, therefore, be it
5555 RESOLVED, That the Senate of the State of Texas, 81st
5656 Legislature, hereby recognize February 17, 2009, as Rockwall
5757 County Day at the State Capitol and extend to all those residents
5858 here today best wishes for a memorable and enjoyable visit.
