1	1	SENATE RESOLUTION NO. 210
2	2	WHEREAS, Proud residents of Rockwall County are gathering
3	3	in Austin on February 17, 2009, to celebrate Rockwall County Day
4	4	at the State Capitol; and
5	5	WHEREAS, Situated on the gently rolling Blackland Prairie
6	6	of North Texas, the region was originally inhabited by the Caddo
7	7	and Cherokee; the first European resident, John O. Heath, settled
8	8	on the East Fork of the Trinity River in 1846; Rockwall County was
9	9	established in 1873, taking its name from an underground rock
10	10	formation discovered by farmers who were digging a well; and
11	11	WHEREAS, An important center for cotton production for
12	12	many years, Rockwall County today boasts a population of nearly
13	13	70,000 people who enjoy being in close proximity to the
14	14	Dallas-Fort Worth Metroplex while savoring the relaxed and
15	15	comfortable way of life in the county's many thriving
16	16	communities; and
17	17	WHEREAS, The City of Rowlett, on the shore of Lake Ray
18	18	Hubbard, is emerging as an important regional center and will be
19	19	the site of the intersection of the eastern extension of the
20	20	President George Bush Turnpike and the new Blue Line Extension of
21	21	DART Commuter Rail; another prosperous lakeside city is Heath,
22	22	which has recently revised and adopted a comprehensive plan that
23	23	reaffirms its commitment to service, orderly growth,
24	24	transportation, development, and the preservation of the
25	25	time-honored values cherished by its residents; and
26	26	WHEREAS, In 2008, voters in the City of Fate passed a home
27	27	rule charter by an overwhelming majority; this development
28	28	promises to make that community an even more important component
29	29	of the county's economy; positive change and preparation for the
30	30	years ahead are also taking place in the City of
31	31	McLendon-Chisholm; this is the newest city in Rockwall County but
32	32	was formed from two of the oldest area communities, McLendon and
33	33	Chisholm, both of which date back to the mid-1800s; and
34	34	WHEREAS, Rockwall, which is being designated as a Main
35	35	Street City in 2009, is a fast-growing suburban community that
36	36	continues its dedication to preserving its heritage and its
37	37	pleasant, family-friendly atmosphere; as part of that effort,
38	38	the city's Historic Preservation Advisory Board has worked with
39	39	residents and civic leaders to develop a preservation plan for
40	40	the Old Town Rockwall Historic District, which will help the
41	41	district to remain the vibrant heart of the city; and
42	42	WHEREAS, Residents of Royse City are also making it a
43	43	priority to carry forth the small-town way of life that has long
44	44	characterized their community; designated as a Main Street City
45	45	in 2008, the town has established a Heritage Committee and
46	46	ordinance and design guidelines in order to revitalize the
47	47	historical district, and it also benefits from a strong chamber
48	48	of commerce that supports local businesses; and
49	49	WHEREAS, Throughout Rockwall County, citizens have done an
50	50	outstanding job of maintaining long-cherished hometown values
51	51	and an inspiring sense of community even as they look forward to
52	52	the opportunities of the future, and their ongoing success in
53	53	these endeavors has made the county an exceptional place to live,
54	54	work, and raise a family; now, therefore, be it
55	55	RESOLVED, That the Senate of the State of Texas, 81st
56	56	Legislature, hereby recognize February 17, 2009, as Rockwall
57	57	County Day at the State Capitol and extend to all those residents
58	58	here today best wishes for a memorable and enjoyable visit.
