| 2 | 2 | | WHEREAS, The Senate of the State of Texas is proud to |

| 3 | 3 | | recognize the Parent Association for the Retarded of Texas, |

| 4 | 4 | | Incorporated, for its outstanding work on behalf of persons with |
|---|
| 5 | 5 | | mental retardation and is pleased to proclaim March 4, 2009, |

| 6 | 6 | | Parent Association for the Retarded of Texas Day at the State |
|---|
| 7 | 7 | | Capitol; and |
|---|
| 8 | 8 | | WHEREAS, Parent Association for the Retarded of Texas is an |
|---|
| 9 | 9 | | organization of volunteers who are dedicated to preserving, |
|---|
| 10 | 10 | | improving, and expanding services for persons with mental |
|---|
| 11 | 11 | | retardation in our state; the association promotes quality |
|---|
| 12 | 12 | | services for state school residents, the mentally retarded in the |
|---|
| 13 | 13 | | state center system, and mentally retarded residents in the |
|---|
| 14 | 14 | | community; and |
|---|
| 15 | 15 | | WHEREAS, The dedicated members of Parent Association for |
|---|
| 16 | 16 | | the Retarded of Texas present the parents' viewpoint to the Texas |
|---|
| 17 | 17 | | Department of Aging and Disability Services, the State |
|---|
| 18 | 18 | | Legislature, Congress, and the general public; and |
|---|
| 19 | 19 | | WHEREAS, This association is well known for the support it |
|---|
| 20 | 20 | | offers to state school employees and its advocacy of new programs |
|---|
| 21 | 21 | | to meet the unique needs of persons with mental retardation; and |
|---|
| 22 | 22 | | WHEREAS, Members of Parent Association for the Retarded of |
|---|
| 23 | 23 | | Texas have been prominently involved in the development of |
|---|
| 24 | 24 | | programs for persons with mental retardation since the 1950s, and |
|---|
| 25 | 25 | | they have fought vigorously for improved state schools, state |
|---|
| 26 | 26 | | centers, special education, and community mental health and |
|---|
| 27 | 27 | | mental retardation centers; and |
|---|
| 28 | 28 | | WHEREAS, Today, Parent Association for the Retarded of |
|---|
| 29 | 29 | | Texas continues to protect persons with mental retardation in |
|---|
| 30 | 30 | | Texas and tenaciously places responsibility on caregivers to |
|---|
| 31 | 31 | | maintain standards for quality care; the organization addresses |
|---|
| 32 | 32 | | such issues as fiscal accountability and special population |
|---|
| 33 | 33 | | needs; and |
|---|
| 34 | 34 | | WHEREAS, The services provided by Parent Association for |
|---|
| 35 | 35 | | the Retarded of Texas have been vital to the welfare of both |
|---|
| 36 | 36 | | children and adults with mental retardation in our state, and |
|---|
| 37 | 37 | | members of the association are truly worthy of legislative |
|---|
| 38 | 38 | | recognition for their exceptional efforts and outstanding |
|---|
| 39 | 39 | | accomplishments; now, therefore, be it |
|---|
| 40 | 40 | | RESOLVED, That the Senate of the State of Texas, 81st |
|---|
| 41 | 41 | | Legislature, hereby declare March 4, 2009, Parent Association |
|---|
| 42 | 42 | | for the Retarded of Texas Day at the State Capitol as an |
|---|
| 43 | 43 | | expression of appreciation for this association's valuable |
|---|
| 44 | 44 | | contributions to the people of Texas; and, be it further |
|---|
| 45 | 45 | | RESOLVED, That a copy of this Resolution be prepared for |
|---|
| 46 | 46 | | Parent Association for the Retarded of Texas, Incorporated, as an |
|---|
| 47 | 47 | | expression of esteem from the Texas Senate. |
