SENATE RESOLUTION NO. 396
WHEREAS, The Senate of the State of Texas is pleased to
recognize Dr. Rose M. Z. Gowen of Brownsville, who has been named
Zonta Woman of the Year; and
WHEREAS, Zonta is a worldwide service organization of
executives and professionals working together in local Zonta
Clubs to advance the status of women through service and
advocacy; and
WHEREAS, A specialist in the field of obstetrics and
gynecology, Dr. Gowen is a graduate of Saint Joseph Academy in
Brownsville, where she achieved the position of valedictorian;
she graduated magna cum laude from the University of Houston and
earned her medical degree at The University of Texas Southwestern
Medical School, serving her internship and residency at the Saint
Louis University Department of Obstetrics and Gynecology; and
WHEREAS, Dr. Gowen has a private practice in Brownsville,
and she serves as an instructor and research associate at several
university campuses and medical centers in the city; she has been
published in her specialty, and she has expanded her scope
through her research in the field of diabetes; and
WHEREAS, In addition to her medical practice, Dr. Gowen has
supported and promoted the Brownsville Farmers' Market, with an
eye to effecting change in the quality and choice of food in the
Rio Grande Valley; and
WHEREAS, Dr. Gowen joins Dr. Juliet V. Garcia, Judge Hilda
G. Tagle, Tracy Wickett, Tillie Garza, Sally Arroyo, Minnie
Lucio, Angela Burton, Betty Pace Dodd, Mellena Conner, Deborah
Sears, and Migdalia Lopez as a recipient of this prestigious
award; she is truly deserving of recognition for her many
achievements; now, therefore, be it
RESOLVED, That the Senate of the State of Texas, 81st
Legislature, hereby commend Dr. Rose M. Z. Gowen on her many
contributions to the Brownsville community and extend
congratulations to her on being named Zonta Woman of the Year;
and, be it further
RESOLVED, That a copy of this Resolution be prepared for
her as an expression of esteem from the Texas Senate.
