| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize Dr. Rose M. Z. Gowen of Brownsville, who has been named |

| 4 | 4 | | Zonta Woman of the Year; and |

| 5 | 5 | | WHEREAS, Zonta is a worldwide service organization of |

| 6 | 6 | | executives and professionals working together in local Zonta |
|---|
| 7 | 7 | | Clubs to advance the status of women through service and |
|---|
| 8 | 8 | | advocacy; and |
|---|
| 9 | 9 | | WHEREAS, A specialist in the field of obstetrics and |
|---|
| 10 | 10 | | gynecology, Dr. Gowen is a graduate of Saint Joseph Academy in |
|---|
| 11 | 11 | | Brownsville, where she achieved the position of valedictorian; |
|---|
| 12 | 12 | | she graduated magna cum laude from the University of Houston and |
|---|
| 13 | 13 | | earned her medical degree at The University of Texas Southwestern |
|---|
| 14 | 14 | | Medical School, serving her internship and residency at the Saint |
|---|
| 15 | 15 | | Louis University Department of Obstetrics and Gynecology; and |
|---|
| 16 | 16 | | WHEREAS, Dr. Gowen has a private practice in Brownsville, |
|---|
| 17 | 17 | | and she serves as an instructor and research associate at several |
|---|
| 18 | 18 | | university campuses and medical centers in the city; she has been |
|---|
| 19 | 19 | | published in her specialty, and she has expanded her scope |
|---|
| 20 | 20 | | through her research in the field of diabetes; and |
|---|
| 21 | 21 | | WHEREAS, In addition to her medical practice, Dr. Gowen has |
|---|
| 22 | 22 | | supported and promoted the Brownsville Farmers' Market, with an |
|---|
| 23 | 23 | | eye to effecting change in the quality and choice of food in the |
|---|
| 24 | 24 | | Rio Grande Valley; and |
|---|
| 25 | 25 | | WHEREAS, Dr. Gowen joins Dr. Juliet V. Garcia, Judge Hilda |

| 26 | 26 | | G. Tagle, Tracy Wickett, Tillie Garza, Sally Arroyo, Minnie |
|---|
| 27 | 27 | | Lucio, Angela Burton, Betty Pace Dodd, Mellena Conner, Deborah |

| 28 | 28 | | Sears, and Migdalia Lopez as a recipient of this prestigious |
|---|
| 29 | 29 | | award; she is truly deserving of recognition for her many |

| 30 | 30 | | achievements; now, therefore, be it |

| 31 | 31 | | RESOLVED, That the Senate of the State of Texas, 81st |
