| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize Richard Stephen Kitchen, who is retiring as assistant |
|---|
| 4 | 4 | | chief of police for the North Richland Hills Police Department on |
|---|
| 5 | 5 | | May 29, 2009, after an exemplary career in law enforcement |
|---|
| 6 | 6 | | spanning some 38 years; and |
|---|
| 7 | 7 | | WHEREAS, Richard Kitchen served nearly eight years in the |
|---|
| 8 | 8 | | police department of Waukegan, Illinois, before joining the |
|---|
| 9 | 9 | | North Richland Hills Police Department as a patrolman on December |
|---|
| 10 | 10 | | 8, 1978; and |
|---|
| 11 | 11 | | WHEREAS, He rose to the rank of captain by 1986 and served |
|---|
| 12 | 12 | | with distinction, commanding the Patrol, Technical Services, |
|---|
| 13 | 13 | | Administrative Services, and Criminal Investigations Divisions |
|---|
| 14 | 14 | | and graduating from the 174th Session of the Federal Bureau of |
|---|
| 15 | 15 | | Investigation National Academy; and |
|---|
| 16 | 16 | | WHEREAS, He was named assistant chief of police on April |
|---|
| 17 | 17 | | 10, 1999, and commanded the Operations Bureau until February 1, |
|---|
| 18 | 18 | | 2007, when he began his assignment as commander of the Management |
|---|
| 19 | 19 | | Services Bureau; and |
|---|
| 20 | 20 | | WHEREAS, Throughout his tenure with the North Richland |
|---|
| 21 | 21 | | Hills Police Department, Assistant Chief Richard Kitchen has |
|---|
| 22 | 22 | | handled his many responsibilities and served his community with |
|---|
| 23 | 23 | | exceptional dedication and loyalty; he received the Meritorious |
|---|
| 24 | 24 | | Service Award in 1980, and he was named Officer of the Year in |
|---|
| 25 | 25 | | 1981 and Supervisor of the Year in 1983 and 1986; and |
|---|
| 26 | 26 | | WHEREAS, He has been an exemplary public servant, and his |
|---|
| 27 | 27 | | presence in the North Richland Hills Police Department will be |
|---|
| 28 | 28 | | greatly missed; now, therefore, be it |
|---|
| 29 | 29 | | RESOLVED, That the Senate of the State of Texas, 81st |
|---|
| 30 | 30 | | Legislature, hereby commend Assistant Chief of Police Richard |
|---|
| 31 | 31 | | Stephen Kitchen for his many years of valuable service in the |
|---|
| 32 | 32 | | North Richland Hills Police Department and extend to him best |
|---|
| 33 | 33 | | wishes for the retirement years ahead; and, be it further |
|---|
| 34 | 34 | | RESOLVED, That a copy of this Resolution be prepared for |
|---|
| 35 | 35 | | him as an expression of esteem from the Texas Senate. |
