| 2 | 2 | | WHEREAS, The Senate of the State of Texas is designating |

| 3 | 3 | | the third week in the month of April as Shaken Baby Syndrome |
|---|
| 4 | 4 | | Awareness Week; and |
|---|
| 5 | 5 | | WHEREAS, The month of April has been designated as National |
|---|
| 6 | 6 | | Child Abuse Prevention Month, a tradition that was initiated in |
|---|
| 7 | 7 | | 1979 by President Jimmy Carter; hundreds of thousands of children |
|---|
| 8 | 8 | | become victims of abuse and neglect in the United States every |
|---|
| 9 | 9 | | year; and |
|---|
| 10 | 10 | | WHEREAS, Abusive head trauma, including the trauma known |
|---|
| 11 | 11 | | as Shaken Baby Syndrome, is known to be the leading cause of death |
|---|
| 12 | 12 | | of physically abused children; Shaken Baby Syndrome can result in |
|---|
| 13 | 13 | | brain damage, paralysis, seizures, loss of vision, or death; and |
|---|
| 14 | 14 | | WHEREAS, Education and prevention programs on Shaken Baby |
|---|
| 15 | 15 | | Syndrome are the most effective means to prevent the abuse, and |
|---|
| 16 | 16 | | the cost of these programs is minimal compared to the medical |
|---|
| 17 | 17 | | costs of caring for a disabled child in the first few years of |
|---|
| 18 | 18 | | life; and |
|---|
| 19 | 19 | | WHEREAS, Prevention programs have demonstrated that |
|---|
| 20 | 20 | | educating new parents about the danger of shaking young children |
|---|
| 21 | 21 | | can bring about a significant reduction in the number of Shaken |
|---|
| 22 | 22 | | Baby Syndrome cases, and education programs have provided |
|---|
| 23 | 23 | | critically important information about the syndrome to the |
|---|
| 24 | 24 | | public; now, therefore, be it |
|---|
| 25 | 25 | | RESOLVED, That the Senate of the State of Texas, 81st |
|---|
| 26 | 26 | | Legislature, hereby declare the third week in April Shaken Baby |
|---|
| 27 | 27 | | Syndrome Awareness Week and commend the hospitals, child care |
|---|
| 28 | 28 | | councils, schools, and other organizations that educate parents |
|---|
| 29 | 29 | | and caregivers about this vital issue and about how to protect |
|---|
| 30 | 30 | | children from other forms of abuse; and, be it further |
|---|
| 31 | 31 | | RESOLVED, That a copy of this Resolution be prepared in |
|---|
| 32 | 32 | | acknowledgement of Shaken Baby Syndrome Awareness Week. |
