1	1	SENATE RESOLUTION NO. 445
2	2	WHEREAS, The Senate of the State of Texas is pleased to
3	3	recognize the North American Safe Boating Campaign on the
4	4	occasion of National Safe Boating Week, May 16 through 22, 2009;
5	5	and
6	6	WHEREAS, Recreational boating is fun and enjoyable, and
7	7	the citizens of Texas are fortunate that this state has
8	8	sufficient resources to accommodate a wide variety of pleasure
9	9	boating demands; and
10	10	WHEREAS, Boating is a marvelous source of recreation, but,
11	11	for the unprepared, it can be a risky sport; not knowing or
12	12	obeying the Navigation Rules or the nautical "Rules of the Road,"
13	13	drinking alcohol or taking drugs while operating a boat, or
14	14	choosing not to wear a life jacket when it is clearly the safe
15	15	thing to do are all examples of human error or a lack of proper
16	16	judgment that can lead to accidents and the loss of life; and
17	17	WHEREAS, Knowledge and skills are important in reducing
18	18	human error and improving judgment; with knowledge of the risks,
19	19	people will take steps to protect themselves; the goal of the
20	20	safe boating campaign is to increase public awareness of the
21	21	risks inherent in unsafe boating practices not only during safe
22	22	boating week but throughout the year; and
23	23	WHEREAS, On average, 700 people die each year in
24	24	boating-related accidents in the United States; nearly 70
25	25	percent of these fatalities are caused by drowning; the vast
26	26	majority of these accidents are caused by human error or poor
27	27	judgment and not by the boat, equipment, or environmental
28	28	factors; and
29	29	WHEREAS, One particular behavior that can reduce by
30	30	approximately 80 percent the number of boaters who lose their
31	31	lives by drowning each year is the wearing of a life jacket; it is
32	32	a simple habit that has the potential to reduce terrible loss in
33	33	lives; and
34	34	WHEREAS, Modern life jackets are more comfortable, more
35	35	attractive, and more wearable than styles of years past and
36	36	deserve a fresh look by today's boating public; a significant
37	37	number of the boaters who have lost their lives by drowning each
38	38	year would be alive today had they worn their life jackets; and
39	39	WHEREAS, A life jacket is without doubt a vital part of the
40	40	safe practice of recreational boating; the slogan of the safe
41	41	boating campaign urges the public to "Boat Smart. Boat Safe. Wear
42	42	It."; now, therefore, be it
43	43	RESOLVED, That the Senate of the State of Texas, 81st
44	44	Legislature, hereby commend the goals of the North American Safe
45	45	Boating Campaign and recognize May 16 through 22, 2009, as Safe
46	46	Boating Week in Texas and the start of the year-round effort to
47	47	promote safe boating; and, be it further
48	48	RESOLVED, That a copy of this Resolution be prepared in
49	49	commemoration of Safe Boating Week in Texas.
