11 SENATE RESOLUTION NO. 445
22 WHEREAS, The Senate of the State of Texas is pleased to
33 recognize the North American Safe Boating Campaign on the
44 occasion of National Safe Boating Week, May 16 through 22, 2009;
55 and
66 WHEREAS, Recreational boating is fun and enjoyable, and
77 the citizens of Texas are fortunate that this state has
88 sufficient resources to accommodate a wide variety of pleasure
99 boating demands; and
1010 WHEREAS, Boating is a marvelous source of recreation, but,
1111 for the unprepared, it can be a risky sport; not knowing or
1212 obeying the Navigation Rules or the nautical "Rules of the Road,"
1313 drinking alcohol or taking drugs while operating a boat, or
1414 choosing not to wear a life jacket when it is clearly the safe
1515 thing to do are all examples of human error or a lack of proper
1616 judgment that can lead to accidents and the loss of life; and
1717 WHEREAS, Knowledge and skills are important in reducing
1818 human error and improving judgment; with knowledge of the risks,
1919 people will take steps to protect themselves; the goal of the
2020 safe boating campaign is to increase public awareness of the
2121 risks inherent in unsafe boating practices not only during safe
2222 boating week but throughout the year; and
2323 WHEREAS, On average, 700 people die each year in
2424 boating-related accidents in the United States; nearly 70
2525 percent of these fatalities are caused by drowning; the vast
2626 majority of these accidents are caused by human error or poor
2727 judgment and not by the boat, equipment, or environmental
2828 factors; and
2929 WHEREAS, One particular behavior that can reduce by
3030 approximately 80 percent the number of boaters who lose their
3131 lives by drowning each year is the wearing of a life jacket; it is
3232 a simple habit that has the potential to reduce terrible loss in
3333 lives; and
3434 WHEREAS, Modern life jackets are more comfortable, more
3535 attractive, and more wearable than styles of years past and
3636 deserve a fresh look by today's boating public; a significant
3737 number of the boaters who have lost their lives by drowning each
3838 year would be alive today had they worn their life jackets; and
3939 WHEREAS, A life jacket is without doubt a vital part of the
4040 safe practice of recreational boating; the slogan of the safe
4141 boating campaign urges the public to "Boat Smart. Boat Safe. Wear
4242 It."; now, therefore, be it
4343 RESOLVED, That the Senate of the State of Texas, 81st
4444 Legislature, hereby commend the goals of the North American Safe
4545 Boating Campaign and recognize May 16 through 22, 2009, as Safe
4646 Boating Week in Texas and the start of the year-round effort to
4747 promote safe boating; and, be it further
4848 RESOLVED, That a copy of this Resolution be prepared in
4949 commemoration of Safe Boating Week in Texas.
