2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

3 | 3 | | recognize Raul Humberto Yzaguirre, cofounder of New America |
---|
4 | 4 | | Alliance, an American Latino business initiative; and |
---|
5 | 5 | | WHEREAS, A prominent American civil rights activist, Raul |
---|
6 | 6 | | Yzaguirre now works primarily as an advocate for the creation of |
---|
7 | 7 | | a political union between the United States, Mexico, and Canada |
---|
8 | 8 | | through a variety of nonprofit advocacy groups; and |
---|
9 | 9 | | WHEREAS, Raul Yzaguirre grew up in the Rio Grande Valley of |
---|
10 | 10 | | South Texas; he is a former president and chief executive officer |
---|
11 | 11 | | of the National Council of La Raza; under his leadership, from |
---|
12 | 12 | | 1974 to 2004, the organization grew tremendously; during his |
---|
13 | 13 | | tenure, he built the regional advocacy group with 17 affiliates |
---|
14 | 14 | | into a 35,000-member organization with more than 300 affiliates |
---|
15 | 15 | | and revenues exceeding $42 million; in 2005, the council named |
---|
16 | 16 | | its headquarters building in Washington, D.C., in his honor; and |
---|
17 | 17 | | WHEREAS, Also named in his honor is the Raul Yzaguirre |
---|
18 | 18 | | Policy Institute, which operates out of The University of |
---|
19 | 19 | | Texas--Pan American; the institute's goal is to inform policy, |
---|
20 | 20 | | and the leaders who frame it, for the benefit of the Hispanic |
---|
21 | 21 | | community and the nation as a whole; Mr. Yzaguirre is a lifetime |
---|
22 | 22 | | member of the Council on Foreign Relations and serves on its |
---|
23 | 23 | | member selection committee; he was appointed to the position of |
---|
24 | 24 | | presidential professor of practice in community development and |
---|
25 | 25 | | civil rights at Arizona State University and serves on the board |
---|
26 | 26 | | of advisors for the university's North American Center of |
---|
27 | 27 | | Transborder Studies; and |
---|
28 | 28 | | WHEREAS, In 1979, Mr. Yzaguirre was the first Hispanic to |
---|
29 | 29 | | receive a Rockefeller Public Service Award for Outstanding |
---|
30 | 30 | | Public Service; in 1993, he received the Order of the Aztec |
---|
31 | 31 | | Eagle, the highest honor awarded by the Mexican government to a |
---|
32 | 32 | | citizen of another nation; now, therefore, be it |
---|
33 | 33 | | RESOLVED, That the Senate of the State of Texas, 81st |
---|
34 | 34 | | Legislature, hereby commend Raul Yzaguirre on his outstanding |
---|
35 | 35 | | leadership in civil rights and foreign relations and on his |
---|
36 | 36 | | invaluable contributions and service to our country; and, be it |
---|
37 | 37 | | further |

38 | 38 | | RESOLVED, That a copy of this Resolution be prepared for |
