11 SENATE RESOLUTION NO. 472
22 WHEREAS, The Senate of the State of Texas is pleased to
33 recognize Raul Humberto Yzaguirre, cofounder of New America
44 Alliance, an American Latino business initiative; and
55 WHEREAS, A prominent American civil rights activist, Raul
66 Yzaguirre now works primarily as an advocate for the creation of
77 a political union between the United States, Mexico, and Canada
88 through a variety of nonprofit advocacy groups; and
99 WHEREAS, Raul Yzaguirre grew up in the Rio Grande Valley of
1010 South Texas; he is a former president and chief executive officer
1111 of the National Council of La Raza; under his leadership, from
1212 1974 to 2004, the organization grew tremendously; during his
1313 tenure, he built the regional advocacy group with 17 affiliates
1414 into a 35,000-member organization with more than 300 affiliates
1515 and revenues exceeding $42 million; in 2005, the council named
1616 its headquarters building in Washington, D.C., in his honor; and
1717 WHEREAS, Also named in his honor is the Raul Yzaguirre
1818 Policy Institute, which operates out of The University of
1919 Texas--Pan American; the institute's goal is to inform policy,
2020 and the leaders who frame it, for the benefit of the Hispanic
2121 community and the nation as a whole; Mr. Yzaguirre is a lifetime
2222 member of the Council on Foreign Relations and serves on its
2323 member selection committee; he was appointed to the position of
2424 presidential professor of practice in community development and
2525 civil rights at Arizona State University and serves on the board
2626 of advisors for the university's North American Center of
2727 Transborder Studies; and
2828 WHEREAS, In 1979, Mr. Yzaguirre was the first Hispanic to
2929 receive a Rockefeller Public Service Award for Outstanding
3030 Public Service; in 1993, he received the Order of the Aztec
3131 Eagle, the highest honor awarded by the Mexican government to a
3232 citizen of another nation; now, therefore, be it
3333 RESOLVED, That the Senate of the State of Texas, 81st
3434 Legislature, hereby commend Raul Yzaguirre on his outstanding
3535 leadership in civil rights and foreign relations and on his
3636 invaluable contributions and service to our country; and, be it
3737 further
3838 RESOLVED, That a copy of this Resolution be prepared for
3939 him as an expression of esteem from the Texas Senate.
