2 | 2 | | WHEREAS, The year 2009 marks the 20th anniversary of the |

3 | 3 | | founding of the Texas Public Policy Foundation; and |

4 | 4 | | WHEREAS, In the 20 years since its founding, the foundation |
---|
5 | 5 | | has been a tireless defender of the founding principles of this |
---|
6 | 6 | | great country of liberty, personal responsibility, and free |
---|
7 | 7 | | enterprise; and |
---|
8 | 8 | | WHEREAS, The foundation was founded in San Antonio in 1989 |
---|
9 | 9 | | by a small group of civic-minded Texans who were inspired by the |
---|
10 | 10 | | effectiveness of the Heritage Foundation at the national level |
---|
11 | 11 | | and wanted to protect Texans' liberty and freedom by bringing |
---|
12 | 12 | | independent, market-based research to tackle problems facing |
---|
13 | 13 | | state government; and |
---|
14 | 14 | | WHEREAS, While the Texas Public Policy Foundation was |
---|
15 | 15 | | founded with an initial focus on education and tort reform, the |
---|
16 | 16 | | foundation has grown to become a broad-based research institute |
---|
17 | 17 | | examining issues that include taxes, government spending, |
---|
18 | 18 | | criminal justice, health care, property rights, public |
---|
19 | 19 | | infrastructure, consumer markets, and the environment; and |
---|
20 | 20 | | WHEREAS, The foundation's current board of directors |
---|
21 | 21 | | consists of members from a variety of professions, including law, |
---|
22 | 22 | | medicine, oil, media, real estate, and academia; and |
---|
23 | 23 | | WHEREAS, The foundation is the state's largest free-market |
---|
24 | 24 | | public policy research institute, with academic research, |
---|
25 | 25 | | policy-driven events, and independent insight as its hallmarks; and |
---|
26 | 26 | | WHEREAS, With research conducted by in-house policy |
---|
27 | 27 | | analysts and scholars from across the state, nation, and world, |
---|
28 | 28 | | the foundation pursues the highest standards of academic |
---|
29 | 29 | | integrity; and |
---|
30 | 30 | | WHEREAS, The foundation has played an integral role in the |
---|
31 | 31 | | Texas legislative process by providing principled and |
---|
32 | 32 | | independent research and recommendations and educating elected |
---|
33 | 33 | | leaders without regard to their political affiliation or |
---|
34 | 34 | | philosophical viewpoint; and |

35 | 35 | | WHEREAS, Implementation of the foundation's research |
---|
36 | 36 | | recommendations has contributed to the economic successes of |
---|
37 | 37 | | this great state, as Texas now leads or ranks near the top in the |
---|
38 | 38 | | nation in the number of Fortune 500 companies, overall job |
---|
39 | 39 | | creation, and state financial condition and proudly ranks almost |
---|
40 | 40 | | last in per capita general revenue tax burden; and |
---|
41 | 41 | | WHEREAS, The foundation has grown during the past 20 years |
---|
42 | 42 | | into a leading defender of freedom and liberty, with almost 20 |
---|
43 | 43 | | employees and contracted experts and a budget of more than $3 |
---|
44 | 44 | | million; it is now the largest state-based think tank in the |
---|
45 | 45 | | nation and serves as a model for other free-market organizations; |

46 | 46 | | now, therefore, be it |

47 | 47 | | RESOLVED, That the Senate of the State of Texas, 81st |

48 | 48 | | Legislature, hereby congratulate the Texas Public Policy |

49 | 49 | | Foundation on its notable achievements and its 20th anniversary |

50 | 50 | | and extend to the foundation sincere best wishes for continued |
---|
