11 SENATE RESOLUTION NO. 480
22 WHEREAS, The year 2009 marks the 20th anniversary of the
33 founding of the Texas Public Policy Foundation; and
44 WHEREAS, In the 20 years since its founding, the foundation
55 has been a tireless defender of the founding principles of this
66 great country of liberty, personal responsibility, and free
77 enterprise; and
88 WHEREAS, The foundation was founded in San Antonio in 1989
99 by a small group of civic-minded Texans who were inspired by the
1010 effectiveness of the Heritage Foundation at the national level
1111 and wanted to protect Texans' liberty and freedom by bringing
1212 independent, market-based research to tackle problems facing
1313 state government; and
1414 WHEREAS, While the Texas Public Policy Foundation was
1515 founded with an initial focus on education and tort reform, the
1616 foundation has grown to become a broad-based research institute
1717 examining issues that include taxes, government spending,
1818 criminal justice, health care, property rights, public
1919 infrastructure, consumer markets, and the environment; and
2020 WHEREAS, The foundation's current board of directors
2121 consists of members from a variety of professions, including law,
2222 medicine, oil, media, real estate, and academia; and
2323 WHEREAS, The foundation is the state's largest free-market
2424 public policy research institute, with academic research,
2525 policy-driven events, and independent insight as its hallmarks; and
2626 WHEREAS, With research conducted by in-house policy
2727 analysts and scholars from across the state, nation, and world,
2828 the foundation pursues the highest standards of academic
2929 integrity; and
3030 WHEREAS, The foundation has played an integral role in the
3131 Texas legislative process by providing principled and
3232 independent research and recommendations and educating elected
3333 leaders without regard to their political affiliation or
3434 philosophical viewpoint; and
3535 WHEREAS, Implementation of the foundation's research
3636 recommendations has contributed to the economic successes of
3737 this great state, as Texas now leads or ranks near the top in the
3838 nation in the number of Fortune 500 companies, overall job
3939 creation, and state financial condition and proudly ranks almost
4040 last in per capita general revenue tax burden; and
4141 WHEREAS, The foundation has grown during the past 20 years
4242 into a leading defender of freedom and liberty, with almost 20
4343 employees and contracted experts and a budget of more than $3
4444 million; it is now the largest state-based think tank in the
4545 nation and serves as a model for other free-market organizations;
4646 now, therefore, be it
4747 RESOLVED, That the Senate of the State of Texas, 81st
4848 Legislature, hereby congratulate the Texas Public Policy
4949 Foundation on its notable achievements and its 20th anniversary
5050 and extend to the foundation sincere best wishes for continued
5151 success; and, be it further
5252 RESOLVED, That a copy of this Resolution be prepared for
5353 the Texas Public Policy Foundation as an expression of high
5454 regard from the Texas Senate.
