1	1	SENATE RESOLUTION NO. 546
2	2	WHEREAS, The Senate of the State of Texas proudly
3	3	recognizes the members of the Texas Association of Public
4	4	Employee Retirement Systems on the occasion of their 20th
5	5	annual conference in Austin, which is being held March 28
6	6	through April 1, 2009; and
7	7	WHEREAS, Founded in 1989, the Texas Association of Public
8	8	Employee Retirement Systems is an effective voluntary nonprofit
9	9	statewide organization created with the purpose of protecting
10	10	public employee retirement systems in Texas and promoting
11	11	quality management by providing members with outstanding
12	12	educational programs; and
13	13	WHEREAS, Since it was chartered, this nonprofit
14	14	educational association has provided forums for discussing state
15	15	and national legislative issues that affect Texas pension
16	16	systems; it has also supplied important information on
17	17	retirement system administration, benefit designs, and federal
18	18	programs; and
19	19	WHEREAS, The Texas Association of Public Employee
20	20	Retirement Systems has assumed the tasks of improving the
21	21	management and administration of retirement systems through the
22	22	creation of certified training for trustees and is dedicated to
23	23	addressing the concerns of public employee retirement systems
24	24	and helping to ensure their actuarial integrity; and
25	25	WHEREAS, This organization has grown extensively since its
26	26	inception 20 years ago; currently the association's member
27	27	systems represent over 322,000 active and retired participants
28	28	throughout the great State of Texas; and
29	29	WHEREAS, Public retirement systems represent a significant
30	30	number of Texas public employees, from police officers and
31	31	firefighters to employees of utility districts, transit systems,
32	32	hospital districts, appraisal districts, and river authorities;
33	33	and
34	34	WHEREAS, Many members of the nation's outstanding firms
35	35	that provide professional services to public pension funds are
36	36	also members of the Texas Association of Public Employee
37	37	Retirement Systems; the associate members include actuaries,
38	38	consultants, banks, law firms, and investment managers; and
39	39	WHEREAS, The association's annual conferences provide
40	40	excellent opportunities to present training for trustees and
41	41	administrators in order to develop communication between diverse
42	42	parties interested in public retirement plans and to protect the
43	43	rights of public pension systems and the employees they cover,
44	44	and this association is to be commended for the vital role it
45	45	plays in promoting the sound condition of these public funds;
46	46	now, therefore, be it
47	47	RESOLVED, That the Senate of the State of Texas, 81st
48	48	Legislature, hereby recognize the many individuals affiliated
49	49	with the Texas Association of Public Employee Retirement Systems
50	50	and extend best wishes to them for a successful annual
51	51	conference; and, be it further
52	52	RESOLVED, That a copy of this Resolution be prepared for
53	53	the Texas Association of Public Employee Retirement Systems as an
54	54	expression of high regard from the Texas Senate.
