| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize Dr. Neil Carman for his many years of outstanding work |
|---|
| 4 | 4 | | on environmental air-quality issues in our state; and |
|---|
| 5 | 5 | | WHEREAS, Dr. Carman is the Clean Air Program Director of |
|---|
| 6 | 6 | | the Lone Star Chapter of the Sierra Club, and he has played an |
|---|
| 7 | 7 | | important role in many actions that have resulted in cleaner air |
|---|
| 8 | 8 | | for our state; and |
|---|
| 9 | 9 | | WHEREAS, He previously worked for the Texas Air Control |
|---|
| 10 | 10 | | Board, now a part of the Texas Commission on Environmental |
|---|
| 11 | 11 | | Quality; from 1980 to 1992, he performed numerous samplings of |
|---|
| 12 | 12 | | pollutants throughout the Texas Air Control Board's Air Quality |
|---|
| 13 | 13 | | Control Region 6, based in Odessa; his expert testimony in cases |
|---|
| 14 | 14 | | filed by the Texas attorney general led to permanent injunctive |
|---|
| 15 | 15 | | relief for many Texans affected by air pollution; and |
|---|
| 16 | 16 | | WHEREAS, Since coming to the Sierra Club in 1992, Dr. |
|---|
| 17 | 17 | | Carman has worked with citizens throughout the state to hold |
|---|
| 18 | 18 | | corporations accountable for violations of the Clean Air Act; he |
|---|
| 19 | 19 | | has also worked to train Texas communities in performing their |
|---|
| 20 | 20 | | own ambient air monitoring; and |
|---|
| 21 | 21 | | WHEREAS, Dr. Carman has made a difference in the lives of |
|---|
| 22 | 22 | | many Texans through his efforts to ensure that our environmental |
|---|
| 23 | 23 | | laws are properly carried out; he is truly deserving of |
|---|
| 24 | 24 | | recognition for his hard work and his commitment to a cleaner |
|---|
| 25 | 25 | | environment; now, therefore, be it |
|---|
| 26 | 26 | | RESOLVED, That the Senate of the State of Texas, 81st |
|---|
| 27 | 27 | | Legislature, hereby commend Dr. Neil Carman on his years of |
|---|
| 28 | 28 | | service to our state in the field of environmental protection and |
|---|
| 29 | 29 | | extend to him best wishes for continued success in all his future |
|---|
| 30 | 30 | | endeavors; and, be it further |
|---|
| 31 | 31 | | RESOLVED, That a copy of this Resolution be prepared for |
