5	5	WHEREAS, Residents of Arlington lost a beloved neighbor
6	6	and admired community leader with the passing of Harold Patterson
7	7	on March 20, 2009; and
8	8	WHEREAS, Described as instrumental in the development of
9	9	Arlington, Mr. Patterson began his service on the city council in
10	10	1966, and he became mayor pro tempore in 1977; elected mayor in
11	11	1983, he demonstrated exceptional leadership that helped guide
12	12	the city through a period of explosive population growth; and
13	13	WHEREAS, Throughout his political career, Mr. Patterson
14	14	stressed unity, a message well-received by both voters and his
15	15	fellow elected officials; Arlington earned its first AA Bond
16	16	rating under his able guidance, helping to generate decades of
17	17	savings for taxpayers; moreover, he worked to expand funding for
18	18	new streets in the city, and his efforts to fluoridate the local
19	19	water supply led to improved dental health for area residents; and
20	20	WHEREAS, After retirement, he went on to start his own
21	21	property tax consulting business, and he was later appointed to a
22	22	position on the Tarrant Appraisal Review Board; and
23	23	WHEREAS, Mr. Patterson further distinguished himself
24	24	through his participation with the Arlington Community Hospital
25	25	board of directors, the Education Advisory Board of the Arlington
26	26	Independent School District, and the Parks and Recreation Board
27	27	and as president of the Arlington Boys Club, Lions Club, and
28	28	Arlington Chamber of Commerce; and
29	29	WHEREAS, Known as "Mr. Arlington," he was presented a
30	30	number of accolades for his service to the community; in addition
31	31	to receiving the Outstanding Young Man of Arlington and Citizen
32	32	of the Year awards, he was recognized by the city, which
33	33	dedicated the Harold Patterson Sports Center in South Arlington
34	34	in his honor; and
35	35	WHEREAS, A man of great vision and enormous ability, Harold
36	36	Patterson represented his fellow citizens with skill and
37	37	commitment, and his actions mirrored his concern for the welfare
38	38	of each member of society; although he will be deeply missed, he
39	39	leaves behind a remarkable legacy that will benefit Arlington
40	40	residents for years to come; now, therefore, be it
41	41	RESOLVED, That the Senate of the State of Texas, 81st
42	42	Legislature, hereby pay tribute to the life of Arlington civic
43	43	leader and former mayor Harold Patterson and extend sincere
44	44	sympathy to the members of his family: to his wife, Frances
45	45	Louise; to his son, Michael; to his daughter, Teresa; to his six
46	46	grandchildren; to his great-granddaughter; and to his other
47	47	relatives and many friends; and, be it further
48	48	RESOLVED, That an official copy of this Resolution be
49	49	prepared for his family and that when the Texas Senate adjourns
50	50	this day, it do so in memory of Harold Patterson.
