| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | join citizens across the nation in observing the week of April 26 |

| 4 | 4 | | through May 2, 2009, as National Crime Victims' Rights Week in |

| 5 | 5 | | Texas; and |
|---|
| 6 | 6 | | WHEREAS, Victims of crime received little public support |
|---|
| 7 | 7 | | before the United States Congress passed the Victims of Crime Act |
|---|
| 8 | 8 | | in 1984, which created the Crime Victims Fund; in honor of the |
|---|
| 9 | 9 | | passage of the historic act, the theme for National Crime |
|---|
| 10 | 10 | | Victims' Rights Week this year is "25 Years of Rebuilding Lives: |
|---|
| 11 | 11 | | Celebrating the Victims of Crime Act"; and |
|---|
| 12 | 12 | | WHEREAS, The Crime Victims Fund is financed by the fines |
|---|
| 13 | 13 | | and penalties paid by offenders; the fund has grown from $68 |
|---|
| 14 | 14 | | million in 1984 to more than $2 billion and is disbursed to |
|---|
| 15 | 15 | | support victim compensation and assistance programs across the |
|---|
| 16 | 16 | | nation; and |
|---|
| 17 | 17 | | WHEREAS, The United States Department of Justice will open |
|---|
| 18 | 18 | | National Crime Victims' Rights Week with its annual Candlelight |
|---|
| 19 | 19 | | Observance Ceremony in Washington, D.C., on April 23, 2009; and |
|---|
| 20 | 20 | | WHEREAS, National Crime Victims' Rights Week is a time to |
|---|
| 21 | 21 | | focus attention on crime victims and an occasion to acknowledge |
|---|
| 22 | 22 | | the nation's progress in serving them and the many organizations |
|---|
| 23 | 23 | | that help them in restoring their lives; now, therefore, be it |
|---|
| 24 | 24 | | RESOLVED, That the Senate of the State of Texas, 81st |
|---|
| 25 | 25 | | Legislature, hereby recognize the week of April 26 through May 2, |
|---|
| 26 | 26 | | 2009, as National Crime Victims' Rights Week in Texas and |
|---|
| 27 | 27 | | encourage the citizens of this state to participate in efforts |
|---|
| 28 | 28 | | and events to increase awareness of crime victims and ways to |
|---|
| 29 | 29 | | help them; and, be it further |
|---|
| 30 | 30 | | RESOLVED, That a copy of this Resolution be prepared in |

| 31 | 31 | | honor of National Crime Victims' Rights Week. |
