11 SENATE RESOLUTION NO. 641
22 WHEREAS, The Senate of the State of Texas is pleased to
33 join citizens across the nation in observing the week of April 26
44 through May 2, 2009, as National Crime Victims' Rights Week in
55 Texas; and
66 WHEREAS, Victims of crime received little public support
77 before the United States Congress passed the Victims of Crime Act
88 in 1984, which created the Crime Victims Fund; in honor of the
99 passage of the historic act, the theme for National Crime
1010 Victims' Rights Week this year is "25 Years of Rebuilding Lives:
1111 Celebrating the Victims of Crime Act"; and
1212 WHEREAS, The Crime Victims Fund is financed by the fines
1313 and penalties paid by offenders; the fund has grown from $68
1414 million in 1984 to more than $2 billion and is disbursed to
1515 support victim compensation and assistance programs across the
1616 nation; and
1717 WHEREAS, The United States Department of Justice will open
1818 National Crime Victims' Rights Week with its annual Candlelight
1919 Observance Ceremony in Washington, D.C., on April 23, 2009; and
2020 WHEREAS, National Crime Victims' Rights Week is a time to
2121 focus attention on crime victims and an occasion to acknowledge
2222 the nation's progress in serving them and the many organizations
2323 that help them in restoring their lives; now, therefore, be it
2424 RESOLVED, That the Senate of the State of Texas, 81st
2525 Legislature, hereby recognize the week of April 26 through May 2,
2626 2009, as National Crime Victims' Rights Week in Texas and
2727 encourage the citizens of this state to participate in efforts
2828 and events to increase awareness of crime victims and ways to
2929 help them; and, be it further
3030 RESOLVED, That a copy of this Resolution be prepared in
3131 honor of National Crime Victims' Rights Week.
