2 | 2 | | WHEREAS, The Honorable L. DeWitt Hale, who rendered |
---|
3 | 3 | | exceptional service to this state as a longtime member of the |
---|
4 | 4 | | Texas House of Representatives, is celebrating his 92nd birthday |
---|
5 | 5 | | on June 10, 2009; and |
---|
6 | 6 | | WHEREAS, Born in Caddo Mills and raised in Farmersville, |
---|
7 | 7 | | Mr. Hale graduated as salutatorian from Farmersville High School |
---|
8 | 8 | | in 1934; a talented speaker, he excelled at debate both in high |
---|
9 | 9 | | school and at The University of Texas, where he earned a |
---|
10 | 10 | | bachelor's degree and, in 1940, a law degree with honors; and |
---|
11 | 11 | | WHEREAS, Mr. Hale won election to the Texas House of |
---|
12 | 12 | | Representatives from Collin County in 1938 and became the |
---|
13 | 13 | | youngest member of the 46th Legislature; after leaving the |
---|
14 | 14 | | university, he held several government posts before joining the |
---|
15 | 15 | | United States Army Air Forces; he served on active duty from 1943 |
---|
16 | 16 | | to 1946, earning the Army Commendation Medal and advancing from |
---|
17 | 17 | | private to first lieutenant; following his discharge, he |
---|
18 | 18 | | continued to serve for a number of years in the air force reserve; |
---|
19 | 19 | | and |
---|
20 | 20 | | WHEREAS, In 1946, Mr. Hale moved to Corpus Christi to |
---|
21 | 21 | | practice law; six years later, he won election again to the Texas |
---|
22 | 22 | | Legislature, and, with the exception of one term, he continued to |
---|
23 | 23 | | serve as a representative from Nueces County until 1978; during |
---|
24 | 24 | | his lengthy tenure in the house, he gained a reputation for |
---|
25 | 25 | | fairness, thoroughness, and a superlative mastery of the |
---|
26 | 26 | | legislative process, qualities that often resulted in his being |
---|
27 | 27 | | given especially difficult legislative assignments; and |
---|
28 | 28 | | WHEREAS, Throughout his career as a representative, Mr. |
---|
29 | 29 | | Hale staunchly championed education and the judiciary; among the |
---|
30 | 30 | | numerous measures he was instrumental in passing were the |
---|
31 | 31 | | Hale-Aikin school finance program, the Texas Education Code, the |
---|
32 | 32 | | Legislative Reorganization Act of 1961, and the Women on Juries |
---|
33 | 33 | | and Equal Rights Amendments to the Texas Constitution; in |
---|
34 | 34 | | addition, he played a vital role in securing many projects that |
---|
35 | 35 | | improved the quality of life in his district, and he handled the |
---|
36 | 36 | | legislation that made the University of Corpus Christi a |
---|
37 | 37 | | state-supported institution; and |
---|
38 | 38 | | WHEREAS, Mr. Hale chaired the House Judiciary Committee |
---|
39 | 39 | | for eight years, as well as the General Investigating, Public |
---|
40 | 40 | | Lands and Buildings, and Rules of the House Committees; he also |
---|
41 | 41 | | cochaired the planning committee for the 1974 Constitutional |
---|
42 | 42 | | Convention, and during the convention he chaired the judiciary |
---|
43 | 43 | | committee; chosen speaker pro tempore for 1961 through 1963, he |
---|
44 | 44 | | was recognized as dean of the house of representatives during his |
---|
45 | 45 | | last four years in office; and |
---|
46 | 46 | | WHEREAS, This distinguished Texan holds membership in a |
---|
47 | 47 | | number of professional and veterans organizations and is a valued |
---|
48 | 48 | | congregant of First Baptist Church of Austin; he has received a |
---|
49 | 49 | | host of accolades for his legislative endeavors, including life |
---|
50 | 50 | | membership in the League of United Latin American Citizens and |
---|
51 | 51 | | multiple awards from educators and the State Bar of Texas; and |
---|
52 | 52 | | WHEREAS, DeWitt Hale and the former Carol Moore were |
---|
53 | 53 | | married on June 8, 1947, and they became the parents of two |
---|
54 | 54 | | daughters, Janet Sue and Nancy Carol; the devoted couple enjoyed |
---|
55 | 55 | | more than 60 years together, until Mrs. Hale's passing in 2008; |
---|
56 | 56 | | and |
---|
57 | 57 | | WHEREAS, The integrity, breadth of vision, and legislative |
---|
58 | 58 | | skill that DeWitt Hale brought to public office contributed |
---|
59 | 59 | | immeasurably to the governance and progress of Texas, and his |
---|
60 | 60 | | myriad achievements continue to enrich the Lone Star State; now, |
---|
61 | 61 | | therefore, be it |
---|
62 | 62 | | RESOLVED, That the Senate of the State of Texas, 81st |
---|
63 | 63 | | Legislature, hereby commend the Honorable L. DeWitt Hale for his |
---|
64 | 64 | | outstanding public service and extend to him sincere best wishes |
---|
65 | 65 | | for a joyful birthday celebration; and, be it further |
---|
66 | 66 | | RESOLVED, That a copy of this Resolution be prepared for |
---|
67 | 67 | | Mr. Hale as an expression of high regard from the Texas Senate. |
