| 3 | 3 | | recognize Cleo Hearn of Lancaster, who is being inducted into the |

| 4 | 4 | | Frontier Times Museum Hall of Honor in Bandera on July 25, 2009; |

| 5 | 5 | | and |
|---|
| 6 | 6 | | WHEREAS, The Frontier Times Museum was established in 1933 |
|---|
| 7 | 7 | | by J. Marvin Hunter to showcase the exploits of the pioneers |
|---|
| 8 | 8 | | whose courage and strength of character played a major role in |
|---|
| 9 | 9 | | the opening of the West and the creation of the icon known as the |
|---|
| 10 | 10 | | true Texan; and |
|---|
| 11 | 11 | | WHEREAS, A member of the Professional Rodeo Cowboys |
|---|
| 12 | 12 | | Association since 1959, Mr. Hearn helped pioneer the inclusion of |
|---|
| 13 | 13 | | African Americans in professional rodeo; and |
|---|
| 14 | 14 | | WHEREAS, Mr. Hearn created the American Black Rodeo |
|---|
| 15 | 15 | | Association in 1971, later changing the name to the Cowboys of |
|---|
| 16 | 16 | | Color Association to better reflect the contributions that all |
|---|
| 17 | 17 | | cultures have made to the settling of the West; committed to the |
|---|
| 18 | 18 | | betterment of the rodeo, he has earned awards around the world |
|---|
| 19 | 19 | | for his community work; and |
|---|
| 20 | 20 | | WHEREAS, Cleo Hearn embodies the principles and courage |
|---|
| 21 | 21 | | exhibited by the early pioneers memorialized in the Frontier |
|---|
| 22 | 22 | | Times Museum, and it is truly fitting that he receive this |
|---|
| 23 | 23 | | singular honor on July 25, 2009, the National Day of the American |
|---|
| 24 | 24 | | Cowboy; now, therefore, be it |
|---|
| 25 | 25 | | RESOLVED, That the Senate of the State of Texas, 81st |
|---|
| 26 | 26 | | Legislature, hereby commend Cleo Hearn for his many |
|---|
| 27 | 27 | | contributions to the rich legacy of our state and extend to him |

| 28 | 28 | | best wishes for continued success in all his future endeavors; |
