11 SENATE RESOLUTION NO. 765
22 WHEREAS, The Senate of the State of Texas is pleased to
33 recognize the Texas State Partnership Program for its
44 outstanding efforts at advancing cooperation between foreign
55 nations and American states and to welcome the delegations from
66 the Republic of Chile and the United States to the State Capitol;
77 and
88 WHEREAS, The State Partnership Program seeks to link the
99 National Guards of the various states with partner countries for
1010 the purpose of furthering mutual interests and establishing
1111 long-term relationships throughout all levels of society; and
1212 WHEREAS, Partners in the program benefit from training
1313 opportunities through small-unit exchanges, fellowship-style
1414 internships, civic leader visits, and other events; and
1515 WHEREAS, The Texas State Partnership Program is a
1616 well-established and vigorous program; one of the charter states
1717 of this important program, Texas has maintained an outstanding
1818 16-year relationship with the Czech Republic and played an
1919 important role in its acceptance into the European Union and the
2020 North Atlantic Treaty Organization; and
2121 WHEREAS, Texas has much to offer the nation of Chile as a
2222 partner, including some 23,000 military personnel with valuable
2323 civilian skills in many areas, such as agriculture, technology,
2424 education, and manufacturing; with its extraordinary resources
2525 and exceptional populace, Chile would bring abundant assets to a
2626 partnership with Texas; and
2727 WHEREAS, The Chilean delegation being welcomed to the
2828 Capitol today includes Ambassador Jos Mario Goi Carrasco,
2929 Minister Counselor Matas Undurraga Abott, Undersecretary of War
3030 Gonzalo Garcia Pino, General de Aviacon Javier Anabaln Quiroz,
3131 and Contraalmirante Roberto Macchiavello Marcel; and
3232 WHEREAS, The United States delegation includes Major
3333 General Jose Mayorga, Adjutant General of Texas; General Craig
3434 McKinley, Chief of the National Guard Bureau; Ambassador Paul
3535 Simons, United States Ambassador to Chile; Brigadier General
3636 David Garza, Chief of Staff for the United States Southern
3737 Command; and Brigadier General Darryl Burke, Vice Commander of
3838 the 12th United States Air Force; and
3939 WHEREAS, The Texas State Partnership Program is truly
4040 deserving of recognition for its work with the Czech Republic and
4141 its efforts to establish an effective relationship with the
4242 nation of Chile; now, therefore, be it
4343 RESOLVED, That the Senate of the State of Texas, 81st
4444 Legislature, hereby commend the Texas State Partnership Program
4545 for its outstanding work in the effort to foster understanding
4646 between nations and American states and extend a sincere welcome
4747 to the delegations from Chile and the United States; and, be it
4848 further
4949 RESOLVED, That a copy of this Resolution be prepared for
5050 these distinguished delegations as an expression of esteem from
5151 the Texas Senate.
