55 WHEREAS, The Senate of the State of Texas joins the
66 citizens of Austin in mourning the loss of James William Norman
77 III, who died April 21, 2009, at the age of 65; and
88 WHEREAS, James William Norman III was born June 27, 1943,
99 in Austin; he graduated from Austin High School and went on to
1010 earn bachelor's and master's degrees in history from The
1111 University of Texas at Austin and a law degree from The
1212 University of Texas School of Law; and
1313 WHEREAS, Dedicated to public service, Jim Norman was a
1414 master administrative law judge at the State Office of
1515 Administrative Hearings; he had been a member of this
1616 distinguished agency for 17 years, since serving as one of its
1717 five original administrative law judges when the office opened in
1818 1992; and
1919 WHEREAS, Judge Norman brought an impressive intellect, a
2020 strong work ethic, and a deep knowledge and understanding of the
2121 law to his position, and his body of work will guide and inform
2222 the office's administrative law judges for many years to come;
2323 and
2424 WHEREAS, Prior to his service at the State Office of
2525 Administrative Hearings, Mr. Norman had been chief clerk and
2626 associate commissioner and chief hearings officer at the Texas
2727 Department of Insurance; and
2828 WHEREAS, Mr. Norman was active in civic and professional
2929 affairs, serving as chair of the Administrative Law Section of
3030 the State Bar of Texas and as president of the Jung Society of
3131 Austin; and
3232 WHEREAS, A man of courage, strength, and compassion, he was
3333 a generous mentor to his younger colleagues, and his wisdom, his
3434 enthusiasm for life, and his valued counsel will not be forgotten
3535 by those who knew him; and
3636 WHEREAS, Jim Norman was a devoted husband, father, and
3737 grandfather, and his family and friends will long cherish the
3838 memories of his life and his many accomplishments; now,
3939 therefore, be it
4040 RESOLVED, That the Senate of the State of Texas, 81st
4141 Legislature, hereby extend sincere condolences to the bereaved
4242 family of James William Norman III: his beloved wife, Maggie;
4343 his children, Jim, Amy, and Sarah; his stepchildren, Meredith
4444 Horn and Allen Drexel; his grandchildren, Hunter, Olivia, and
4545 Sophia Norman; and his stepgrandchildren, Wyatt, Montana,
4646 Carson, and Hutton Horn; and, be it further
4747 RESOLVED, That a copy of this Resolution be prepared for
4848 his family as an expression of deepest sympathy from the Texas
4949 Senate, and that when the Senate adjourns this day, it do so in
5050 memory of James William Norman III.
