55 WHEREAS, The Senate of the State of Texas joins the
66 citizens of Houston in mourning the loss of Grover Glenn Hankins,
77 who died April 4, 2009, at the age of 68; and
88 WHEREAS, A former general counsel for the National
99 Association for the Advancement of Colored People and an
1010 environmental law advocate, Mr. Hankins enjoyed a long and
1111 productive legal career committed to defending the rights of all
1212 Americans; and
1313 WHEREAS, Grover Glenn Hankins was born November 18, 1940,
1414 in Waukegan, Illinois; a graduate of Augustana College, he earned
1515 a law degree at the University of Illinois College of Law; and
1616 WHEREAS, Mr. Hankins served the public in various
1717 capacities as an attorney; he worked with the United States
1818 Department of Justice in the Civil Rights Division Employment
1919 Section and the Criminal Division Organized Crime and
2020 Racketeering Strike Force; he also served as principal deputy
2121 general counsel for the United States Department of Health and
2222 Human Services; and
2323 WHEREAS, As general counsel for the National Association
2424 for the Advancement of Colored People, Mr. Hankins was in charge
2525 of litigation, dealing with such complex issues as school
2626 desegregation, voting rights, and employment and housing
2727 discrimination; and
2828 WHEREAS, A recognized leader in the field of environmental
2929 law, he headed a nationally acclaimed environmental justice
3030 clinic for 10 years as a distinguished visiting professor at the
3131 Thurgood Marshall School of Law at Texas Southern University; and
3232 WHEREAS, Mr. Hankins was an accomplished athlete and had
3333 competed in 14 marathons, including the Boston Marathon, and he
3434 was often seen in the regalia of his beloved Bruins of the
3535 University of California, Los Angeles; and
3636 WHEREAS, A man of courage, strength, and compassion, he
3737 gave unselfishly to others, and his wisdom, determination, and
3838 valued counsel will not be forgotten by those who knew him; and
3939 WHEREAS, He was a devoted husband, father, and
4040 grandfather, and he will long be remembered with affection and
4141 admiration for his generous spirit and his many accomplishments;
4242 now, therefore, be it
4343 RESOLVED, That the Senate of the State of Texas, 81st
4444 Legislature, hereby extend sincere condolences to the bereaved
4545 family of Grover Glenn Hankins: his beloved wife, Lorna; his
4646 children, Karla, Kelly, Brett, and Stacy; his stepchildren,
4747 Jennifer, Bruce, and Ian; his brother, Andrew; and his seven
4848 grandchildren; and, be it further
4949 RESOLVED, That a copy of this Resolution be prepared for
5050 his family as an expression of deepest sympathy from the Texas
5151 Senate, and that when the Senate adjourns this day, it do so in
5252 memory of Grover Glenn Hankins.
