2 | 2 | | WHEREAS, The Texas Senate is pleased to recognize the |

3 | 3 | | directors and employees of the Community Supervision and |

4 | 4 | | Corrections Department for their outstanding service to the Lone |
---|
5 | 5 | | Star State; and |
---|
6 | 6 | | WHEREAS, With locations throughout Texas, the Community |
---|
7 | 7 | | Supervision and Corrections Department is responsible for |
---|
8 | 8 | | providing community supervision or adult probation services to |
---|
9 | 9 | | hundreds of thousands of individuals, and it offers numerous |
---|
10 | 10 | | programs that are designed to change individual behavior and help |
---|
11 | 11 | | protect the community; and |
---|
12 | 12 | | WHEREAS, The agency's directors, along with their teams, |
---|
13 | 13 | | tirelessly manage all aspects of the adult probation departments |
---|
14 | 14 | | within their jurisdictions, aim to improve lives through the use |
---|
15 | 15 | | of best practices, and encourage individuals assigned to |
---|
16 | 16 | | community supervision to take positive steps toward enhancing |
---|
17 | 17 | | their quality of life; and |
---|
18 | 18 | | WHEREAS, The committed individuals who have contributed |
---|
19 | 19 | | immeasurably to the successful reintegration of formerly |
---|
20 | 20 | | incarcerated individuals into the community include: Paul |
---|
21 | 21 | | Becker, director of Harris County Community Supervision and |
---|
22 | 22 | | Corrections Department; Stephen L. Enders, director of West |
---|
23 | 23 | | Texas Community Supervision and Corrections Department; George |
---|
24 | 24 | | Hernandez, director of Caldwell County Community Supervision and |
---|
25 | 25 | | Corrections Department; Steven T. Henderson, director of Lubbock |
---|
26 | 26 | | and Crosby Counties Community Supervision and Corrections |
---|
27 | 27 | | Department; Leighton Iles, director of Fort Bend County |
---|
28 | 28 | | Community Supervision and Corrections Department; Todd Jermstad, |

40 | 40 | | WHEREAS, Paul Becker has worked diligently with state |
---|
41 | 41 | | legislators to advocate for stronger probation departments on |
---|
42 | 42 | | behalf of the entire field of community corrections; Mr. Becker |
---|
43 | 43 | | has also made much needed improvements to the Harris County |
---|
44 | 44 | | Community Supervision and Corrections Department with his |
---|
45 | 45 | | knowledge of treatment programs and team building; and |
---|
46 | 46 | | WHEREAS, Stephen L. Enders has brought progressive and |
---|
47 | 47 | | innovative programming to adult probation in El Paso for more |
---|
48 | 48 | | than 35 years; he has implemented and administered many |
---|
49 | 49 | | smart-on-crime community corrections programs in the area, |
---|
50 | 50 | | including an adult probation learning center, a treatment |
---|
51 | 51 | | alternative to incarceration program, and victim services; |
---|
52 | 52 | | moreover, Mr. Enders has presented fresh, evidence-based ways of |
---|
53 | 53 | | management, and he is the chair of the Probation Advisory |
---|
54 | 54 | | Committee and a member of the Texas Probation Association and the |
---|
55 | 55 | | Texas Corrections Association; and |
---|
56 | 56 | | WHEREAS, George Hernandez is retiring at the end of August |
---|
57 | 57 | | 2009, after a long and admirable career marked by dedication and |
---|
58 | 58 | | service to community corrections; he has devoted numerous hours |
---|
59 | 59 | | as an advocate for recruiting and retaining quality officers, and |
---|
60 | 60 | | he has passionately represented the interests of the Central |
---|
61 | 61 | | Texas regional chiefs as a member of the Probation Advisory |
---|
62 | 62 | | Committee and as the current co-chair of the Texas Probation |
---|
63 | 63 | | Association Adult Legislative Committee; and |
---|
64 | 64 | | WHEREAS, Steven T. Henderson has contributed to the field |
---|
65 | 65 | | of community supervision for more than two decades with his |
---|
66 | 66 | | impeccable work ethic and extensive knowledge about those |
---|
67 | 67 | | programs and supervision strategies that have been proven |
---|
68 | 68 | | beneficial to the community; Mr. Henderson is a much sought-after |
---|
69 | 69 | | resource, and he consistently provides his staff with the tools |
---|
70 | 70 | | and encouragement they need to serve their clients effectively; |
---|
71 | 71 | | and |
---|
72 | 72 | | WHEREAS, Leighton Iles is an invaluable resource for |
---|
73 | 73 | | legislators, probation directors, advocacy groups, and judges, |
---|
74 | 74 | | with over 20 years of experience in addressing substance abuse |
---|
75 | 75 | | and community supervision issues; recognized for his willingness |
---|
76 | 76 | | to go above and beyond what is expected of him, Mr. Iles was |
---|
77 | 77 | | granted membership on the Texas Probation Association Adult |
---|
78 | 78 | | Legislative Committee, and in October 2007, he was appointed to |
---|
79 | 79 | | represent all 122 Community Supervision and Corrections |
---|
80 | 80 | | Department offices on the Judicial Advisory Council; and |
---|
81 | 81 | | WHEREAS, Todd Jermstad shares his experience with |
---|
82 | 82 | | smart-on-crime criminal justice policies and his extensive |
---|
83 | 83 | | legislative knowledge with judges, probation directors, and such |
---|
84 | 84 | | advocacy groups as the Texas Criminal Justice Coalition and the |
---|
85 | 85 | | Center for Effective Justice at the Texas Public Policy |
---|
86 | 86 | | Foundation; Mr. Jermstad's willingness to support the efforts of |
---|
87 | 87 | | those who seek his help is constant and unparalleled, and it has |
---|
88 | 88 | | made him a trusted and irreplaceable friend to many within the |
---|
89 | 89 | | field of supervision; and |
---|
90 | 90 | | WHEREAS, Dr. Geraldine Nagy has worked with the Texas |
---|
91 | 91 | | Legislature during several sessions to improve community |
---|
92 | 92 | | corrections, and she genuinely understands the role of adult |
---|
93 | 93 | | probation departments in changing the lives of those placed under |
---|
94 | 94 | | supervision and in making the community safer; Dr. Nagy has |

95 | 95 | | dedicated her outstanding career to researching and implementing |
---|
96 | 96 | | effective justice system practices in her current position and |
---|
97 | 97 | | through her former roles as deputy director for the Community |
---|
98 | 98 | | Justice Assistance Division of the Texas Department of Criminal |

99 | 99 | | Justice and deputy director of Bastrop County Community |

100 | 100 | | Supervision and Corrections Department; and |

101 | 101 | | WHEREAS, Dr. Michael E. Noyes is a valuable asset to the |

102 | 102 | | criminal justice system, and his implementation of |

103 | 103 | | evidence-based best practices is improving the lives of many |
---|
104 | 104 | | Texans; Mr. Noyes has more than 20 years of experience in the |
---|
105 | 105 | | administration of public and private agencies that provide |
---|
106 | 106 | | direct services to at-risk families, delinquent and dependent |
---|
107 | 107 | | youth, and adults within the community corrections environment; |
---|
108 | 108 | | along with his committed and knowledgeable team, he has spent |
---|
109 | 109 | | considerable time during this session working with policy makers |
---|
110 | 110 | | who are seeking smart-on-crime approaches that increase public |
---|
111 | 111 | | safety and use tax revenue efficiently; and |
---|
112 | 112 | | WHEREAS, Tom Plumlee has gained the respect and admiration |
---|
113 | 113 | | of his peers by devoting his career to enhancing the lives of |
---|
114 | 114 | | those involved in the adult probation system; he has served as a |
---|
115 | 115 | | Community Supervision and Corrections Department director for |
---|
116 | 116 | | more than two decades in Amarillo and later Fort Worth, and he has |
---|
117 | 117 | | also worked as a probation officer for the Dallas County |
---|
118 | 118 | | Probation Department; and |
---|
119 | 119 | | WHEREAS, Jim Stott has been a leader in the field of adult |
---|
120 | 120 | | probation as a former president and co-chair of the Texas |
---|
121 | 121 | | Probation Association Adult Legislative Committee; with his |
---|
122 | 122 | | active participation and his incredible dedication, he has |
---|
123 | 123 | | helped his colleagues find solutions to the problems facing |
---|
124 | 124 | | community supervision, and he has remained a strong advocate of |
---|
125 | 125 | | community corrections; and |
---|
126 | 126 | | WHEREAS, Since 1983, Rodney J. Thompson has proven his |
---|
127 | 127 | | commitment to strengthening community supervision in Texas, and |
---|
128 | 128 | | he continues to serve on the board of directors for the Texas |
---|
129 | 129 | | Probation Association and as co-chair of the Texas Probation |
---|
130 | 130 | | Association Adult Legislative Committee; Mr. Thompson was |
---|
131 | 131 | | recognized as the Supervisor of the Year for the Tarrant County |
---|
132 | 132 | | Community Supervision and Corrections Department in 2005, and he |
---|
133 | 133 | | has advocated for qualified staff and additional smart-on-crime |
---|
134 | 134 | | strategies that will target the root causes of criminal behavior |
---|
135 | 135 | | and address the needs of those suffering from substance abuse; |

143 | 143 | | RESOLVED, That the Senate of the State of Texas, 81st |

144 | 144 | | Legislature, hereby honor all employees of the Community |
