11 SENATE RESOLUTION NO. 968
22 WHEREAS, The Texas Senate is pleased to recognize the
33 directors and employees of the Community Supervision and
44 Corrections Department for their outstanding service to the Lone
55 Star State; and
66 WHEREAS, With locations throughout Texas, the Community
77 Supervision and Corrections Department is responsible for
88 providing community supervision or adult probation services to
99 hundreds of thousands of individuals, and it offers numerous
1010 programs that are designed to change individual behavior and help
1111 protect the community; and
1212 WHEREAS, The agency's directors, along with their teams,
1313 tirelessly manage all aspects of the adult probation departments
1414 within their jurisdictions, aim to improve lives through the use
1515 of best practices, and encourage individuals assigned to
1616 community supervision to take positive steps toward enhancing
1717 their quality of life; and
1818 WHEREAS, The committed individuals who have contributed
1919 immeasurably to the successful reintegration of formerly
2020 incarcerated individuals into the community include: Paul
2121 Becker, director of Harris County Community Supervision and
2222 Corrections Department; Stephen L. Enders, director of West
2323 Texas Community Supervision and Corrections Department; George
2424 Hernandez, director of Caldwell County Community Supervision and
2525 Corrections Department; Steven T. Henderson, director of Lubbock
2626 and Crosby Counties Community Supervision and Corrections
2727 Department; Leighton Iles, director of Fort Bend County
2828 Community Supervision and Corrections Department; Todd Jermstad,
2929 interim director of Bell County Community Supervision and
3030 Corrections Department; Dr. Geraldine Nagy, director of Travis
3131 County Community Supervision and Corrections Department; Dr.
3232 Michael E. Noyes, director of Dallas County Community
3333 Supervision and Corrections Department; Tom Plumlee, director of
3434 Tarrant County Community Supervision and Corrections Department;
3535 Jim Stott, director of Jefferson County Community Supervision
3636 and Corrections Department; and Rodney J. Thompson, director of
3737 Angelina County Community Supervision and Corrections
3838 Department, as well as many other caring and hardworking
3939 employees; and
4040 WHEREAS, Paul Becker has worked diligently with state
4141 legislators to advocate for stronger probation departments on
4242 behalf of the entire field of community corrections; Mr. Becker
4343 has also made much needed improvements to the Harris County
4444 Community Supervision and Corrections Department with his
4545 knowledge of treatment programs and team building; and
4646 WHEREAS, Stephen L. Enders has brought progressive and
4747 innovative programming to adult probation in El Paso for more
4848 than 35 years; he has implemented and administered many
4949 smart-on-crime community corrections programs in the area,
5050 including an adult probation learning center, a treatment
5151 alternative to incarceration program, and victim services;
5252 moreover, Mr. Enders has presented fresh, evidence-based ways of
5353 management, and he is the chair of the Probation Advisory
5454 Committee and a member of the Texas Probation Association and the
5555 Texas Corrections Association; and
5656 WHEREAS, George Hernandez is retiring at the end of August
5757 2009, after a long and admirable career marked by dedication and
5858 service to community corrections; he has devoted numerous hours
5959 as an advocate for recruiting and retaining quality officers, and
6060 he has passionately represented the interests of the Central
6161 Texas regional chiefs as a member of the Probation Advisory
6262 Committee and as the current co-chair of the Texas Probation
6363 Association Adult Legislative Committee; and
6464 WHEREAS, Steven T. Henderson has contributed to the field
6565 of community supervision for more than two decades with his
6666 impeccable work ethic and extensive knowledge about those
6767 programs and supervision strategies that have been proven
6868 beneficial to the community; Mr. Henderson is a much sought-after
6969 resource, and he consistently provides his staff with the tools
7070 and encouragement they need to serve their clients effectively;
7171 and
7272 WHEREAS, Leighton Iles is an invaluable resource for
7373 legislators, probation directors, advocacy groups, and judges,
7474 with over 20 years of experience in addressing substance abuse
7575 and community supervision issues; recognized for his willingness
7676 to go above and beyond what is expected of him, Mr. Iles was
7777 granted membership on the Texas Probation Association Adult
7878 Legislative Committee, and in October 2007, he was appointed to
7979 represent all 122 Community Supervision and Corrections
8080 Department offices on the Judicial Advisory Council; and
8181 WHEREAS, Todd Jermstad shares his experience with
8282 smart-on-crime criminal justice policies and his extensive
8383 legislative knowledge with judges, probation directors, and such
8484 advocacy groups as the Texas Criminal Justice Coalition and the
8585 Center for Effective Justice at the Texas Public Policy
8686 Foundation; Mr. Jermstad's willingness to support the efforts of
8787 those who seek his help is constant and unparalleled, and it has
8888 made him a trusted and irreplaceable friend to many within the
8989 field of supervision; and
9090 WHEREAS, Dr. Geraldine Nagy has worked with the Texas
9191 Legislature during several sessions to improve community
9292 corrections, and she genuinely understands the role of adult
9393 probation departments in changing the lives of those placed under
9494 supervision and in making the community safer; Dr. Nagy has
9595 dedicated her outstanding career to researching and implementing
9696 effective justice system practices in her current position and
9797 through her former roles as deputy director for the Community
9898 Justice Assistance Division of the Texas Department of Criminal
9999 Justice and deputy director of Bastrop County Community
100100 Supervision and Corrections Department; and
101101 WHEREAS, Dr. Michael E. Noyes is a valuable asset to the
102102 criminal justice system, and his implementation of
103103 evidence-based best practices is improving the lives of many
104104 Texans; Mr. Noyes has more than 20 years of experience in the
105105 administration of public and private agencies that provide
106106 direct services to at-risk families, delinquent and dependent
107107 youth, and adults within the community corrections environment;
108108 along with his committed and knowledgeable team, he has spent
109109 considerable time during this session working with policy makers
110110 who are seeking smart-on-crime approaches that increase public
111111 safety and use tax revenue efficiently; and
112112 WHEREAS, Tom Plumlee has gained the respect and admiration
113113 of his peers by devoting his career to enhancing the lives of
114114 those involved in the adult probation system; he has served as a
115115 Community Supervision and Corrections Department director for
116116 more than two decades in Amarillo and later Fort Worth, and he has
117117 also worked as a probation officer for the Dallas County
118118 Probation Department; and
119119 WHEREAS, Jim Stott has been a leader in the field of adult
120120 probation as a former president and co-chair of the Texas
121121 Probation Association Adult Legislative Committee; with his
122122 active participation and his incredible dedication, he has
123123 helped his colleagues find solutions to the problems facing
124124 community supervision, and he has remained a strong advocate of
125125 community corrections; and
126126 WHEREAS, Since 1983, Rodney J. Thompson has proven his
127127 commitment to strengthening community supervision in Texas, and
128128 he continues to serve on the board of directors for the Texas
129129 Probation Association and as co-chair of the Texas Probation
130130 Association Adult Legislative Committee; Mr. Thompson was
131131 recognized as the Supervisor of the Year for the Tarrant County
132132 Community Supervision and Corrections Department in 2005, and he
133133 has advocated for qualified staff and additional smart-on-crime
134134 strategies that will target the root causes of criminal behavior
135135 and address the needs of those suffering from substance abuse;
136136 and
137137 WHEREAS, The Community Supervision and Corrections
138138 Department directors have made lasting contributions to the
139139 areas they serve, and they have helped to strengthen the Texas
140140 criminal justice system by reducing incarceration costs,
141141 increasing public safety, and promoting independent and
142142 responsible living; now, therefore, be it
143143 RESOLVED, That the Senate of the State of Texas, 81st
144144 Legislature, hereby honor all employees of the Community
145145 Supervision and Corrections Department for their notable public
146146 service, and extend to them sincere appreciation for their
147147 dedication to the criminal justice corrections community; and,
148148 be it further
149149 RESOLVED, That an official copy of this Resolution be
150150 prepared for the Community Supervision and Corrections
151151 Department directors as an expression of high regard from the
152152 Texas Senate.
