55 WHEREAS, The Senate of the State of Texas honors and
66 commemorates the life of Anne Legendre Armstrong, who died July
77 30, 2008, at the age of 80; and
88 WHEREAS, An ambassador to Great Britain, an adviser to four
99 United States presidents, and a recipient of the Presidential
1010 Medal of Freedom, Anne Legendre Armstrong was an inspiration to
1111 generations of women who admired her for her distinguished record
1212 of public service on behalf of our nation and its institutions;
1313 and
1414 WHEREAS, Born December 27, 1927, in New Orleans,
1515 Louisiana, Anne Legendre graduated from Foxcroft School, where
1616 she was valedictorian of her class and head of the student body;
1717 she earned a bachelor's degree from Vassar College, where she was
1818 elected to Phi Beta Kappa in her junior year; and
1919 WHEREAS, She married Tobin Armstrong in 1950, and the
2020 couple raised five children on the Armstrong family ranch in
2121 South Texas; the ranch remained Anne Armstrong's home throughout
2222 her life, and she and her husband enjoyed a marriage of 55 years;
2323 and
2424 WHEREAS, In 1971, Mrs. Armstrong was named cochair of the
2525 Republican National Committee; she was the first woman to hold
2626 that post for either national political party, and in 1972, she
2727 was the first woman to deliver a keynote address at a national
2828 political convention; and
2929 WHEREAS, Mrs. Armstrong was appointed counselor to the
3030 president with cabinet rank by President Richard Nixon; she
3131 remained in that position under President Gerald Ford, who
3232 eventually named her Ambassador to the Court of Saint James's;
3333 and
3434 WHEREAS, President Ronald Reagan appointed Mrs. Armstrong
3535 chair of the President's Foreign Intelligence Advisory Board, a
3636 position she continued to hold under the leadership of President
3737 George H. W. Bush; in 1987, President Reagan honored her for her
3838 patriotism and outstanding service to the nation by awarding her
3939 the Presidential Medal of Freedom; and
4040 WHEREAS, Mrs. Armstrong and her husband played an active
4141 role in Texas politics and helped to establish Texas as a
4242 two-party state; in addition to her political undertakings, Mrs.
4343 Armstrong served on the board of regents of The Texas A&M
4444 University System and was a director on the boards of such
4545 corporations as General Motors, American Express, and
4646 Halliburton; and
4747 WHEREAS, An exemplary lady of exceptional strength and
4848 resolve, Mrs. Armstrong gave unselfishly of her time and energy
4949 to others, and her generosity and legacy of patriotism and public
5050 service will long be remembered by all who knew her; and
5151 WHEREAS, Anne Armstrong was noted for her warmth and
5252 intelligence and was a devoted wife, mother, and grandmother, and
5353 she leaves behind memories that will be deeply treasured by all
5454 who were privileged to share in her life; now, therefore, be it
5555 RESOLVED, That the Senate of the State of Texas, 81st
5656 Legislature, hereby extend sincere condolences to the bereaved
5757 family of Anne Legendre Armstrong: her sons and
5858 daughters-in-law, J. Barclay Armstrong and Nancy, James
5959 Armstrong and Lucy, and Tobin Armstrong, Jr., and Ardon; her
6060 daughters and sons-in-law, Katharine and Ben Love and Sarita and
6161 Bob Hixon; her sister, Katharine Legendre King; and her 13
6262 grandchildren; and, be it further
6363 RESOLVED, That a copy of this Resolution be prepared for
6464 her family as an expression of deepest sympathy from the Texas
6565 Senate, and that when the Senate adjourns this day, it do so in
6666 memory of Anne Legendre Armstrong.
