The bill would amend Government Code relating to eligibility to file a sworn complaint with the Texas Ethics Commission.  The bill mandates that a sworn complaint be dismissed by the Texas Ethics Commission if the commission determines that the sworn complaint was filed at the direction or urging of a person who is a non-resident, or does not own real property in Texas.  Currently, the commission dismisses a sworn complaint if it is determined that it was filed at the direction or urging of a non-resident of Texas.  It is anticipated that the legislation could result in savings from decreased commission staff workload resulting from the dismissal of these complaints. The bill would take effect September 1, 2011.
