| 7 | 7 | | relating to the authority of certain hospital districts to contract |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter C, Chapter 281, Health and Safety |
|---|
| 11 | 11 | | Code, is amended by adding Section 281.0512 to read as follows: |

| 12 | 12 | | Sec. 281.0512. CONTRACT TO PROVIDE ADMINISTRATIVE |
|---|
| 13 | 13 | | FUNCTIONS AND SERVICES. (a) This section applies only to a |
|---|
| 14 | 14 | | federally qualified health center as defined by 42 U.S.C. Section |
|---|
| 15 | 15 | | 1396d(l)(2)(B) or a federally qualified health center look-alike |
|---|
| 16 | 16 | | organized and operated under the authority of and in compliance |
|---|
| 17 | 17 | | with 42 U.S.C. Section 254b that is substantially devoted to |
|---|
| 18 | 18 | | providing services to socially and economically disadvantaged |
|---|
| 19 | 19 | | individuals in the geographical area of the district. |
|---|
| 20 | 20 | | (b) The board may contract with a federally qualified health |
|---|
| 21 | 21 | | center or a federally qualified health center look-alike to perform |
|---|
| 22 | 22 | | for the center administrative functions and services that the |
|---|
| 23 | 23 | | district and the center may perform independently. |
|---|
| 24 | 24 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 25 | 25 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 26 | 26 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 27 | 27 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 28 | 28 | | Act takes effect September 1, 2011. |
