                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            May 2, 2011      TO: Honorable Dan Branch, Chair, House Committee on Higher Education      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB1237 by Zedler (Relating to Internet access to checking account transactions of a public institution of higher education.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill requires institutions to post on their website a copy of the institution's checking account transaction register for each payment by check or electronic funds transfer drawn from money appropriated from the state general revenue fund or received as student tuition or fee payments.  Information in the online register shall include: 1) the check or transaction number, 2) the amount of the payment, 3) the date of the payment, 4) a brief description of the purpose of the payment, and, 5) the name of the payee. The University of Texas System, the University of North Texas System and the Texas State University System indicated they would have costs associated with the bill. These costs were not considered significant and would be absorbed within existing resources. Local Government Impact No fiscal implication to units of local government is anticipated.
