| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter Z, Chapter 51, Education Code, is |
|---|
| 11 | 11 | | amended by adding Section 51.9741 to read as follows: |
|---|
| 12 | 12 | | Sec. 51.9741. INTERNET ACCESS TO CHECKING ACCOUNT |
|---|
| 13 | 13 | | TRANSACTIONS. Each institution of higher education, as defined by |
|---|
| 14 | 14 | | Section 61.003, shall post on the institution's Internet website a |
|---|
| 15 | 15 | | copy of the institution's checking account transaction register to |
|---|
| 16 | 16 | | the extent necessary to provide, for each payment by check or |
|---|
| 17 | 17 | | electronic transfer drawn from money appropriated from the state |
|---|
| 18 | 18 | | general revenue fund or received as student tuition or fee |
|---|
| 19 | 19 | | payments: |
|---|
| 20 | 20 | | (1) the check or transaction number; |
|---|
| 21 | 21 | | (2) the amount of the payment; |
|---|
| 22 | 22 | | (3) the date of the payment; |
|---|
| 23 | 23 | | (4) a brief description of the purpose of the payment; |
|---|
| 24 | 24 | | and |
|---|
| 25 | 25 | | (5) the name of the payee. |
|---|
| 26 | 26 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 27 | 27 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 28 | 28 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 29 | 29 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 30 | 30 | | Act takes effect September 1, 2011. |
