11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

12 | 12 | | SECTION 1. Section 28.0252, Education Code, is amended by |
---|
13 | 13 | | amending Subsection (a) and adding Subsections (a-1), (a-2), (a-3), |
---|
14 | 14 | | and (b-1) to read as follows: |
---|
15 | 15 | | (a) The commissioner may develop a standard method of |
---|
16 | 16 | | computing a student's high school grade point average that provides |
---|
17 | 17 | | for additional weight to be given to each honors course, advanced |
---|
18 | 18 | | placement course, international baccalaureate course, or dual |
---|
19 | 19 | | credit course completed by a student. Any standard method |
---|
20 | 20 | | developed under this subsection must be consistent with the |
---|
21 | 21 | | requirements of Subsection (a-1). |
---|
22 | 22 | | (a-1) A school district that computes a student's high |
---|
23 | 23 | | school grade point average in a manner that provides for additional |
---|
24 | 24 | | weight to be given to any of the following types of courses |
---|
25 | 25 | | completed by a student shall provide for the same weight to be given |
---|
26 | 26 | | to all of the following types of courses completed by a student: |
---|
27 | 27 | | (1) an honors course; |
---|
28 | 28 | | (2) an advanced placement course; or |
---|
29 | 29 | | (3) a dual credit course other than a physical |
---|
30 | 30 | | education course. |
---|
31 | 31 | | (a-2) A school district may provide that additional weight |
---|
32 | 32 | | is given to a course other than the courses provided by Subsection |
---|
33 | 33 | | (a-1), except that a district may not provide additional weight for |
---|
34 | 34 | | a dual credit physical education course. |
---|
35 | 35 | | (a-3) A student's grade point average computed in the manner |
---|
36 | 36 | | provided by Subsection (a-1) and any additional weight determined |
---|
37 | 37 | | by the district as provided by Subsection (a-2) shall be used in |
---|
38 | 38 | | determining the student's eligibility for automatic college |
---|
39 | 39 | | admission under Sections 51.803 and 51.804. |
---|
40 | 40 | | (b-1) Subsection (a-1) applies only to students entering |
---|
41 | 41 | | grade nine during or after the 2011-2012 school year. This |
---|
42 | 42 | | subsection expires September 1, 2015. |
---|
43 | 43 | | SECTION 2. Section 51.807(a), Education Code, is amended to |
---|
44 | 44 | | read as follows: |
---|
45 | 45 | | (a) Except as provided by Section 28.0252(a-3), the [The] |

46 | 46 | | Texas Higher Education Coordinating Board may adopt rules relating |
---|
47 | 47 | | to the operation of admissions programs under this subchapter, |
---|
48 | 48 | | including rules relating to the identification of eligible |
---|
49 | 49 | | students. |
---|
50 | 50 | | SECTION 3. This Act takes effect immediately if it receives |
---|
51 | 51 | | a vote of two-thirds of all the members elected to each house, as |
---|
52 | 52 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
53 | 53 | | Act does not receive the vote necessary for immediate effect, this |
---|
54 | 54 | | Act takes effect September 1, 2011. |
