 A BILL TO BE ENTITLED
 AN ACT
 relating to librarians employed by school districts.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter B, Chapter 33, Education Code, is
 amended by adding Section 33.023 to read as follows:
 Sec. 33.023.  CERTIFIED LIBRARIAN. (a) A school district
 with any district campus at which 500 or more students are enrolled
 may employ for each elementary school in the district a librarian
 certified under the rules of the State Board for Educator
 Certification.  A district may employ for every 500 elementary
 school students enrolled in the district at least one librarian
 certified under the rules of the State Board for Educator
 Certification.
 (b)  To the extent practicable, a school district without any
 district campus at which at least 500 students are enrolled shall
 provide the services of a librarian to elementary school students
 by:
 (1)  employing a part-time librarian certified under
 the rules of the State Board for Educator Certification;
 (2)  employing a part-time teacher certified as a
 librarian under the rules of the State Board for Educator
 Certification; or
 (3)  entering into a shared services arrangement
 agreement with one or more other school districts to share a
 librarian certified under the rules of the State Board for Educator
 Certification.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2011.
