| 11 | 11 | | relating to the board of directors of the Greater East End |
|---|
| 12 | 12 | | Management District. |
|---|
| 13 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 14 | | SECTION 1. Sections 3807.052(a) and (b), Special District |
|---|
| 15 | 15 | | Local Laws Code, are amended to read as follows: |
|---|
| 16 | 16 | | (a) The mayor and members of the governing body of the City |
|---|
| 17 | 17 | | of Houston shall appoint directors from persons recommended by the |
|---|
| 18 | 18 | | board. [Notwithstanding Subchapter D, Chapter 375, Local |
|---|
| 19 | 19 | | Government Code, to be qualified to serve as director, a person must |
|---|
| 20 | 20 | | be at least 18 years of age and: |
|---|
| 21 | 21 | | [(1) be a resident of the district; or |
|---|
| 22 | 22 | | [(2) have a district business interest.] |
|---|
| 23 | 23 | | (b) Appointments to the board must ensure that[: |
|---|
| 24 | 24 | | [(1)] at least one-third [60 percent] of the directors |
|---|
| 25 | 25 | | are residents of the district[; and |
|---|
| 26 | 26 | | [(2) each director who does not reside in the district |
|---|
| 27 | 27 | | has a district business interest]. |

| 28 | 28 | | SECTION 2. Section 3807.052(c), Special District Local Laws |
|---|
| 29 | 29 | | Code, is repealed. |
|---|
| 30 | 30 | | SECTION 3. (a) The change in law made by this Act applies |
|---|
| 31 | 31 | | only to a person appointed to the board of directors of the Greater |
|---|
| 32 | 32 | | East End Management District on or after the effective date of this |
|---|
| 33 | 33 | | Act. |
|---|
| 34 | 34 | | (b) The change in law made by this Act does not affect the |
|---|
| 35 | 35 | | right of a person appointed to the board of directors of the Greater |
|---|
| 36 | 36 | | East End Management District before the effective date of this Act |
|---|
| 37 | 37 | | to continue to serve on the board until the person's term expires. |
|---|
| 38 | 38 | | SECTION 4. This Act takes effect immediately if it receives |
|---|
| 39 | 39 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 40 | 40 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 41 | 41 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 42 | 42 | | Act takes effect September 1, 2011. |
