99 A BILL TO BE ENTITLED
1010 AN ACT
1111 relating to the board of directors of the Greater East End
1212 Management District.
1313 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1414 SECTION 1. Sections 3807.052(a) and (b), Special District
1515 Local Laws Code, are amended to read as follows:
1616 (a) The mayor and members of the governing body of the City
1717 of Houston shall appoint directors from persons recommended by the
1818 board. [Notwithstanding Subchapter D, Chapter 375, Local
1919 Government Code, to be qualified to serve as director, a person must
2020 be at least 18 years of age and:
2121 [(1) be a resident of the district; or
2222 [(2) have a district business interest.]
2323 (b) Appointments to the board must ensure that[:
2424 [(1)] at least one-third [60 percent] of the directors
2525 are residents of the district[; and
2626 [(2) each director who does not reside in the district
2727 has a district business interest].
2828 SECTION 2. Section 3807.052(c), Special District Local Laws
2929 Code, is repealed.
3030 SECTION 3. (a) The change in law made by this Act applies
3131 only to a person appointed to the board of directors of the Greater
3232 East End Management District on or after the effective date of this
3333 Act.
3434 (b) The change in law made by this Act does not affect the
3535 right of a person appointed to the board of directors of the Greater
3636 East End Management District before the effective date of this Act
3737 to continue to serve on the board until the person's term expires.
3838 SECTION 4. This Act takes effect immediately if it receives
3939 a vote of two-thirds of all the members elected to each house, as
4040 provided by Section 39, Article III, Texas Constitution. If this
4141 Act does not receive the vote necessary for immediate effect, this
4242 Act takes effect September 1, 2011.
