| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Section 12.006, Election Code, is amended by |
|---|
| 14 | 14 | | adding Subsection (e) to read as follows: |
|---|
| 15 | 15 | | (e) A regular deputy registrar may not assist in the |
|---|
| 16 | 16 | | registration of voters until the deputy registrar has completed |
|---|
| 17 | 17 | | training developed under Section 13.047. At the time of |
|---|
| 18 | 18 | | appointment, the voter registrar shall provide information about |
|---|
| 19 | 19 | | the times and places at which training is offered. |
|---|
| 20 | 20 | | SECTION 2. Section 13.031, Election Code, is amended by |
|---|
| 21 | 21 | | adding Subsection (e) to read as follows: |
|---|
| 22 | 22 | | (e) A volunteer deputy registrar appointed under this |
|---|
| 23 | 23 | | section may not receive another person's registration application |
|---|
| 24 | 24 | | until the deputy registrar has completed training developed under |
|---|
| 25 | 25 | | Section 13.047. At the time of appointment, the voter registrar |
|---|
| 26 | 26 | | shall provide information about the times and places at which |
|---|
| 27 | 27 | | training is offered. |

| 28 | 28 | | SECTION 3. Subchapter B, Chapter 13, Election Code, is |
|---|
| 29 | 29 | | amended by adding Section 13.047 to read as follows: |
|---|
| 30 | 30 | | Sec. 13.047. TRAINING STANDARDS FOR DEPUTY REGISTRARS. (a) |
|---|
| 31 | 31 | | The secretary of state shall: |
|---|
| 32 | 32 | | (1) adopt standards of training in election law |
|---|
| 33 | 33 | | relating to the registration of voters; |
|---|
| 34 | 34 | | (2) develop materials for a standardized curriculum |
|---|
| 35 | 35 | | for that training; and |
|---|
| 36 | 36 | | (3) distribute the materials as necessary to each |
|---|
| 37 | 37 | | county voter registrar. |
|---|
| 38 | 38 | | (b) The training standards may include the passage of an |
|---|
| 39 | 39 | | examination at the end of a training program. |
|---|
| 40 | 40 | | SECTION 4. The secretary of state shall adopt training |
|---|
| 41 | 41 | | standards under Section 13.047, Election Code, as added by this |
|---|
| 42 | 42 | | Act, not later than January 1, 2012. |

| 43 | 43 | | SECTION 5. The changes in law made by this Act apply only to |
|---|
| 44 | 44 | | a deputy voter registrar appointed on or after the date the |
|---|
| 45 | 45 | | secretary of state adopts training standards under Section 13.047, |
|---|
| 46 | 46 | | Election Code, as added by this Act. |
|---|
| 47 | 47 | | SECTION 6. This Act takes effect September 1, 2011. |
