1010 AN ACT
1111 relating to training for deputy voter registrars.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Section 12.006, Election Code, is amended by
1414 adding Subsection (e) to read as follows:
1515 (e) A regular deputy registrar may not assist in the
1616 registration of voters until the deputy registrar has completed
1717 training developed under Section 13.047. At the time of
1818 appointment, the voter registrar shall provide information about
1919 the times and places at which training is offered.
2020 SECTION 2. Section 13.031, Election Code, is amended by
2121 adding Subsection (e) to read as follows:
2222 (e) A volunteer deputy registrar appointed under this
2323 section may not receive another person's registration application
2424 until the deputy registrar has completed training developed under
2525 Section 13.047. At the time of appointment, the voter registrar
2626 shall provide information about the times and places at which
2727 training is offered.
2828 SECTION 3. Subchapter B, Chapter 13, Election Code, is
2929 amended by adding Section 13.047 to read as follows:
3030 Sec. 13.047. TRAINING STANDARDS FOR DEPUTY REGISTRARS. (a)
3131 The secretary of state shall:
3232 (1) adopt standards of training in election law
3333 relating to the registration of voters;
3434 (2) develop materials for a standardized curriculum
3535 for that training; and
3636 (3) distribute the materials as necessary to each
3737 county voter registrar.
3838 (b) The training standards may include the passage of an
3939 examination at the end of a training program.
4040 SECTION 4. The secretary of state shall adopt training
4141 standards under Section 13.047, Election Code, as added by this
4242 Act, not later than January 1, 2012.
4343 SECTION 5. The changes in law made by this Act apply only to
4444 a deputy voter registrar appointed on or after the date the
4545 secretary of state adopts training standards under Section 13.047,
4646 Election Code, as added by this Act.
4747 SECTION 6. This Act takes effect September 1, 2011.
