77 relating to instructions included on balloting materials for a

99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 86.002(d), Election Code, is amended to
1111 read as follows:
1212 (d) The secretary of state shall prescribe instructions to
1313 be printed on the balloting materials as follows:
1414 (1) for the execution and return of a statement of
1515 residence, [. The instructions must include] an explanation of the
1616 circumstances under which the ballot must be rejected with respect
1717 to the statement; and
1818 (2) the following statement printed in English and
1919 Spanish: "A stranger may show up at your residence offering to help
2020 you with your ballot soon after you have received the ballot in the
2121 mail. We recommend you decline this help for several reasons. If
2222 you allow your ballot to be mailed by someone you do not know, it may
2323 not be mailed at all. Your ballot will be rejected by the county
2424 elections office if a common or contract carrier attempts to
2525 deliver your ballot from the address of a candidate or a campaign's
2626 headquarters. The safety of your vote is best assured by asking
2727 someone you know and trust to help you read, mark, or mail your
2828 ballot."
2929 SECTION 2. This Act takes effect September 1, 2011.
