9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
10 | 10 | SECTION 1. Section 86.002(d), Election Code, is amended to | |
11 | 11 | read as follows: | |
12 | 12 | (d) The secretary of state shall prescribe instructions to | |
13 | 13 | be printed on the balloting materials as follows: | |
14 | 14 | (1) for the execution and return of a statement of | |
15 | 15 | residence, [. The instructions must include] an explanation of the | |
16 | 16 | circumstances under which the ballot must be rejected with respect | |
17 | 17 | to the statement; and | |
18 | 18 | (2) the following statement printed in English and | |
19 | 19 | Spanish: "A stranger may show up at your residence offering to help | |
20 | 20 | you with your ballot soon after you have received the ballot in the | |
21 | 21 | mail. We recommend you decline this help for several reasons. If | |
22 | 22 | you allow your ballot to be mailed by someone you do not know, it may | |
23 | 23 | not be mailed at all. Your ballot will be rejected by the county | |
24 | 24 | elections office if a common or contract carrier attempts to | |
25 | 25 | deliver your ballot from the address of a candidate or a campaign's | |
26 | 26 | headquarters. The safety of your vote is best assured by asking | |
27 | 27 | someone you know and trust to help you read, mark, or mail your | |
28 | 28 | ballot." | |
29 | 29 | SECTION 2. This Act takes effect September 1, 2011. |
