 A BILL TO BE ENTITLED
 AN ACT
 relating to the essential knowledge and skills of the social
 studies curriculum used in the public schools.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 28.002, Education Code, is amended by
 adding Subsection (s) to read as follows:
 (s)  The essential knowledge and skills for social studies,
 as modified and adopted by the State Board of Education in 2010,
 have no effect. The board may not issue a request for production of
 textbooks reflecting those essential knowledge and skills or
 require school districts to provide instruction based on those
 essential knowledge and skills. As soon as possible after
 September 1, 2011, the board shall initiate a new review of the
 essential knowledge and skills for social studies. Pending
 completion of that new review, school districts shall provide
 instruction in social studies on the basis of the essential
 knowledge and skills in effect during the 2010-2011 school year.
 This subsection expires September 1, 2013.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2011.
